South Jeolla Province Holds Meeting of Women and Family Policy Agencies in Preparation for ‘Jeonnam-Gwangju Integrated Special City’
19 Agencies in Women, Family, Children, and Care Gather in One Place… Cooperation to Prevent Gaps in Field-Oriented Policies “We Will Go Beyond Simple Administrative Integration to Establish ‘Resident-Tangible Policies’ Reflecting Regional Characteristics”
(Muan = Break News) Reporter Lee Hak-su = Ahead of the launch of the ‘Jeonnam-Gwangju Integrated Special City’ this coming July, South Jeolla Province has taken preemptive measures to ensure stable service provision and establish a cooperative system in the field of women and family policies.
South Jeolla Province announced that it held a meeting on the 29th at the Kim Yeon-su Room in the Provincial Office with officials from key agencies in the women, family, children, and care sectors to formulate a policy vision.
This meeting was organized to minimize confusion regarding institutional and administrative changes that may occur following the integration of the two local governments, and to ensure the continuity of welfare services for women and children. The event was attended by a large number of officials from 19 relevant organizations working on the front lines, including Yoo Mi-ja, Director General of Women and Family Policy for Jeollanam-do, as well as representatives from the Jeonnam Women & Family Foundation, the Korea Childcare Support Center, the Child Protection Agency, the Foster Care Support Center, the City/Provincial Support Unit for Regional Child Centers, the Self-Reliance Support Agency, the Women's Emergency Hotline 1366, and the Metropolitan New Employment Center.
The attendees shared the vision and development direction of women and family policies to be implemented following the integration of Jeonnam and Gwangju, while engaging in in-depth discussions focused on practical issues such as the reorganization of operational systems for each agency and the improvement of service delivery systems.
In particular, they agreed that "field-oriented policies" directly linked to the lives of residents—such as job creation for women, support for victims of violence, child protection and self-reliance support, and childcare and care services—must be implemented without gaps during the integration process, and decided to strengthen cooperation among the agencies. Officials on the ground suggested, “Given the differences in the operational methods and business structures of the agencies in the two cities and provinces, a phased and systematic integration is necessary to minimize confusion on the ground and prevent inconvenience to residents.” They further recommended, “To move beyond a simple administrative district merger and create a ‘resident-centered integration policy’ that fully reflects regional characteristics and field experience, continuous communication with the field is essential from the planning stage.”
Jeonnam Province plans to actively incorporate the various suggestions and opinions derived from this meeting into the process of laying the groundwork for the integrated special city and establishing an agency support system. Furthermore, the province intends to maintain close communication with relevant agencies to ensure that the stability and professionalism of welfare services are not compromised during the administrative integration process.
Yoo Mi-ja, Director General of Women and Family Policy at Jeonnam Province, emphasized, “Women and family policy is the most fundamental and important sector directly linked to the daily lives and quality of life of residents.” She added, “Even as the integration process begins in earnest, we will prioritize the principle of a ‘field-centered’ approach and build a more comprehensive and stable integrated policy system to prevent welfare blind spots from occurring.”
