(OECM, Other Effective Area-based Conservation Measures)’ 지정도 적극적으로 추진할 방침이다.

Gwangju Metropolitan City and Shinsegae Co., Ltd. Sign MOU for Gangjin Bay Ecological Conservation and Regional Co-prosperity
Establishing a Public-Private-Corporate Cooperation Model Combining Corporate ESG, Resident Participation, Civic Group On-site Activities, and Administrative Support — Comprehensive Implementation from Creating Migratory Bird Feeding Grounds on Winter Fallow Land to Expanding Sales Channels for Eco-friendly Agricultural and Fishery Products
(Break News Gwangju, Jeonnam) Reporter Lee Hak-su = Gwangju Metropolitan City is joining hands with private companies, civic groups, and local residents to launch a large-scale public-private co-prosperity project aimed at preserving the clean ecosystem of the Gangjin Bay area and revitalizing the local economy.
On the morning of the 27th, Gwangju Metropolitan City signed a ‘Memorandum of Understanding (MOU) for Biodiversity Conservation and Regional Co-prosperity’ at the Business Room of the Gwangju Government Complex, with representatives from Shinsegae Co., Ltd., the Jeonnam Federation for Environmental Movement, and local residents in attendance. Key officials, including Min Hyeong-bae, Mayor of Gwangju-Jeonnam, and Park Ju-hyeong, CEO of Shinsegae Corp., attended the signing ceremony and pledged multifaceted cooperation for the protection of the ecological environment of Gangjin Bay and the sustainability of the local community.
This agreement was initiated to systematically protect the ecosystem of Gangjin Bay and the lower reaches of the Tamjin River, a strategic ecological hub visited annually by endangered wildlife and natural monuments such as the Whooper Swan. It holds special significance as an advanced model of mutually beneficial cooperation that goes beyond simple environmental campaigns by connecting corporate Environmental, Social, and Governance (ESG) management activities with concrete ecological restoration projects in the local area.
The joint projects under this agreement will be carried out intensively over the next two years at designated key ecological hubs extending from the lower reaches of the Tamjin River to the Gangjin Bay area. The four participating entities will carry out a clear division of roles based on their respective expertise and resources.
Shinsegae Corp. will provide full financial support necessary for the project and contribute to the restoration of damaged areas and the creation of wildlife habitats. In addition to on-site environmental cleanup activities conducted by employee volunteer groups, the project breathes substantial vitality into the local economy by supporting the distribution and expansion of sales channels for eco-friendly agricultural and marine products produced in the Gangjin region.
Local residents are stepping forward as key players in protecting the ecosystem by voluntarily providing fallow farmland as habitats and feeding grounds to serve as safe winter sanctuaries for migratory birds.
Based on its expertise, the Jeonnam Federation for Environmental Movements takes full charge of the on-site implementation aspects, including habitat creation, the practical restoration of damaged areas, and periodic ecological monitoring.
The Jeonnam-Gwangju Metropolitan City spares no effort in providing multifaceted administrative and policy support, such as budget coordination and licensing, to ensure the project proceeds without setbacks and takes root stably within the local community.
The integrated Metropolitan City and its partner organizations also plan to actively pursue the designation of the project site as an "Other Effective Area-based Conservation Measures (OECM)." An OECM refers to an area that effectively conserves biodiversity through continuous management and the voluntary participation of residents, even though it is not a statutory protected area such as a national park. The plan is to establish a systematic long-term conservation and management system through this.
This agreement aims for an exemplary virtuous cycle structure in which companies contribute capabilities and resources, residents provide the land, civic groups cultivate the site, and the administration supports it. The ultimate goal is to create a virtuous cycle ecosystem where efforts to protect ecological values enhance the region's brand, and the fruits of these efforts return to the local community as benefits, such as expanded sales of agricultural and fishery products and the revitalization of eco-tourism.
Min Hyeong-bae, Mayor of the Integrated Jeonnam-Gwangju Special City, stated, "I have promised the citizens that I would pave the way for sustainable growth based on a green city ecosystem," adding, "Joining hands with citizens, companies, civic groups, and the administration to create a growth model where the environment and the region coexist is the direction the Integrated Jeonnam-Gwangju Special City must take." Mayor Min continued, “Today’s agreement is a meaningful first step in demonstrating that promise through concrete action on the ground,” and emphasized, “We will provide full support at the special city level to create a healthy and prosperous Gangjin Bay where whooper swans return every year without fail, and to ensure that efforts to protect the ecosystem blossom into new values and vitality for the region.”
