Jeonnam-Gwangju Integrated City Upgrades Regional Disaster and Safety Countermeasure Headquarters to Emergency Level 2 Amid Extreme Heatwave with 'Feels Like 38 Degrees'... All-out Response
Severe Heatwave Warnings Expanded to Gokseong, Suncheon, and Other Areas... Daily Welfare Checks for Vulnerable Groups at Least Twice, Outdoor Work on Government-funded Construction Suspended, Water Sprinkler Deployment Expanded... Monitoring Path of Typhoon No. 13 'Dolphin'
(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = Jeonnam-Gwangju Integrated City has significantly raised its disaster response level as an extreme heatwave spreads, with daily perceived temperatures exceeding 38 degrees on the 3rd.
Jeonnam-Gwangju Integrated City announced that as of 11:00 AM on this day, it upgraded the Regional Disaster and Safety Countermeasure Headquarters (hereinafter the Headquarters) to Emergency Level 2 and entered into an all-out response system.
The elevation to Emergency Level 2 is an urgent measure taken in response to the continuous expansion of heatwave areas, with "Severe Heatwave Warnings" being issued in succession, starting with Gwangyang, Boseong, and Yeosu on the 1st and extending to Suncheon, Gokseong, and the eastern region of Gwangju (Dong-gu, Seo-gu, Nam-gu, and Buk-gu) on the 3rd. Currently, in some areas such as Gokseong and Suncheon, the daily maximum perceived temperature has exceeded 38 degrees Celsius, raising concerns about casualties and property damage.
Following the activation of Emergency Level 2 by the Regional Disaster Management Headquarters, the Jeonnam-Gwangju Integrated Special City will increase the frequency of welfare checks for heatwave-vulnerable groups from once a day to at least twice a day. It has also decided to significantly strengthen on-site monitoring, guidance, and public awareness campaigns by mobilizing volunteer disaster prevention teams to encourage farmers to suspend outdoor work during the midday heat.
Safety measures at industrial and construction sites are also being reinforced. At government-funded construction sites, all outdoor work, except for emergency measures, has been suspended due to the issuance of the Severe Heatwave Warning, and private workplaces are also being actively guided to suspend outdoor work. In addition, to mitigate the urban heat island effect, additional road surface watering trucks have been deployed, and a system for the constant inspection and management of citizen evacuation spaces, such as cooling shelters, is currently in operation.
Meanwhile, the city is closely monitoring the impact that the path of Typhoon No. 13 "Dolphin," currently moving northward, will have on future heatwave air currents. The city plans to closely monitor atmospheric flow and the potential for a prolonged heatwave through real-time information sharing with the Korea Meteorological Administration.
Kim Jun-young, Director of the Citizen Safety Office of Gwangju Metropolitan City, emphasized, "As severe heatwave warnings spread to every corner of the region, the health and safety of citizens are under serious threat." He added, "We will minimize heatwave damage by activating Emergency Level 2 of the Regional Disaster Management Headquarters and concentrating all available administrative resources on the ground."
