Eumseong County Selected for '26 Multipurpose Rural Water Development Project: Soi District
Securing Full State Funding of 17.3 Billion Won Total Project Cost… Laying the Foundation for Stable Agricultural Water Supply
A path has opened for the Soi-myeon area of Eumseong County to escape the chronic shortage of agricultural water.
Eumseong County announced on the 24th that, following the Ministry of Agriculture, Food and Rural Affairs' selection of new districts for the 2026 Rural Water Development Project, the "Eumseong Soi District," encompassing Daejang-ri and two other villages in Soi-myeon, has been confirmed as a new site for the Multipurpose Rural Water Development Project.
With 300 million won in design fees also included in this selection, the project is expected to gain momentum in the future.
This project will be carried out over five years, from 2026 to 2031, with a total project cost of 17.3 billion won entirely funded by the state. The Eumseong Branch of the Korea Rural Community Corporation is scheduled to oversee implementation, with the core objective being to stably supply agricultural water to 100 hectares of farmland. The main project details include the installation of one pumping station, the laying of 2.1 km of water transmission pipelines, and the construction of 12.5 km of irrigation canals.
Once the project is completed, it is expected to provide a more stable water supply to farmlands in the Soi-myeon area, which have long suffered from water shortages. This is anticipated to significantly contribute to improving the farming environment and boosting agricultural productivity.
The Soiji district has long faced persistent difficulties in securing agricultural water due to recurring droughts, insufficient river water, and groundwater depletion. As most farmlands have relied on vulnerable water sources such as intake weirs in local rivers, reservoirs, and small wells, there have been limitations in securing a stable water supply during dry seasons. Furthermore, restrictions on the utilization of Eumseong Stream have led to disputes over water rights, causing deep distress among farmers. In particular, paddy and dryland farming households covering 100 hectares that rely on wells and stream water have suffered from water shortages every year. Furthermore, given the characteristics of the agricultural land diversification project area, where mixed paddy and dryland cropping is possible, the need for a stable supply of agricultural water has been consistently raised.
Accordingly, the county has been closely cooperating with relevant agencies and continuously advocating for the necessity of the project to alleviate farming inconveniences for local farmers and expand the foundation for stable agricultural production.
National Assembly member Im Ho-seon continuously urged central government ministries and relevant agencies to recognize the necessity of the Soiji District Multi-purpose Rural Water Development Project, and actively supported the selection of the new project site and the allocation of national funding. Additionally, a sufficient consensus has been formed within the local community, with approximately 150 residents from Daejang-ri and two other villages in Soi-myeon strongly urging the implementation of the project.
Since being selected as a basic survey site in March 2023, the Soiji District has proceeded with related procedures, including basic surveys and the establishment of a basic plan. With this selection as a new project site, a foundation has been laid for the full-scale implementation of the project. Lee Jae-gyu, Director of the Safety and Construction Bureau, said, “The selection of this new project site will serve as an opportunity to resolve the long-standing wishes of farmers in the Soi-myeon area who have been suffering from chronic droughts and water shortages,” adding, “We will continue to cooperate closely with relevant agencies to do our best to ensure the project proceeds without any setbacks.”
