Goesan County Governor Song In-heon Reappointed as Right Person to Lead Council of Population Decline Areas… Focusing on Settling Customized Policy Benefits on the Ground

Goesan County has once again secured strong momentum for the implementation of policies aimed at overcoming the crisis of local extinction and promoting balanced regional development by successfully serving a third consecutive term as the Chairman of the 3rd Council of Mayors, County Governors, and District Heads of Population Decline Areas.

The Council of Mayors, County Governors, and District Heads of Population Decline Areas finalized the reappointment of the current Chairman, Goesan County Governor Song In-heon, through a written resolution. The newly beginning 3rd term of the Chairman will run for two years, from July 1, 2026, to June 30, 2028. This reappointment is interpreted as a result of high praise for ensuring the stable operation of the Council amidst administrative changes before and after the launch of the 9th popular election, and for the fact that 89 member local governments nationwide united with one voice to secure tangible policy results from the government and the National Assembly. Over the years, the Council has solidified its foundation for cooperation with central government ministries and major cities through various means, including multilateral business agreements with the Ministry of the Interior and Safety, Korea Railroad Corporation, and Socar; the signing of a mutual growth agreement with the Council of Mayors of Special Cities of Korea; and the delivery of a proposal addressing 25 pending issues during a policy consultation with the Minister of the Interior and Safety.

Based on this cooperation, the Council has achieved significant results by successfully incorporating various special tax incentives into government policies to attract a resident population. Representative examples include the "Second Home" special provision, which maintains tax benefits for single-home owners acquiring additional properties in areas experiencing population decline, and the exemption of heavy acquisition taxation for housing intended for private rental purposes. The Council also saw the fruition of a substantial increase in the acquisition tax reduction limit for young people and newlyweds purchasing their first home, raising it from the existing 2 million won to 3 million won.

The achievements in tax reform aimed at attracting local businesses and creating jobs are also noteworthy. The Council expanded tax reductions on acquisition and property taxes for industrial, logistics, and tourism complexes, and improved the system to allow for a corporate local income tax credit of up to 700,000 won for companies employing local residents. It is credited with laying the groundwork for revitalizing the local economy by securing deductions for the resident tax base for long-serving employees and a maximum 75 percent reduction in acquisition tax for employee housing and dormitories. Furthermore, in 2025, it demonstrated the values of strong solidarity and mutual prosperity among regions facing population decline by delivering a total of 35 million won in disaster relief funds to seven special disaster zones affected by large-scale forest fires.

Having firmly established policy continuity through this third consecutive term, the Council plans to accelerate the implementation of key tasks aimed at overcoming the crisis of regional extinction, building upon its accumulated achievements. Goesan County Governor Song In-heon expressed deep gratitude for the unwavering trust shown by the heads of 89 population-declining regions across the country, who united in purpose. He stated that he would do his utmost to ensure that the tax reductions and policy benefits achieved through the council's collective voice are fully implemented in the local communities. Furthermore, he expressed a strong determination for the 3rd term of the council to vigorously usher in an era of true balanced development led by local governments by closely cooperating with the government and the National Assembly.
