EAC 8개국 대상 경제협력 포럼 개최… 동아프리카 시장 진출 전략 공유
단일관세보증제도 도입으로 역내 물류·교역 활성화 기대
한국무역협회(KITA·회장 윤진식)는 7일 서울 강남구 삼성동 트레이드타워에서 ‘한-동아프리카공동체(EAC·East African Community) 경제협력 포럼’을 개최했다.
이번 포럼은 약 3억 명 규모의 인구와 높은 경제 성장률을 기반으로 신흥 유망시장으로 떠오르고 있는 동아프리카 지역에 대한 국내 기업의 이해를 높이고, 시장 진출 전략을 공유하기 위해 마련됐다. 행사에는 윤진식 한국무역협회 회장을 비롯해 바쿠라무차 은쿠비토 주한 르완다 대사, 에미 제로노 킵소이 주한 케냐 대사, 동아프리카 진출 관심 기업 관계자 등 100여 명이 참석했다.
윤진식 회장은 “아프리카는 핵심 광물과 에너지 공급망뿐 아니라 미래 소비시장으로서도 큰 잠재력을 가지고 있다”며 “특히 동아프리카는 인도양과 아프리카 내륙을 연결하는 전략적 요충지로 우리 기업들이 주목해야 할 협력 파트너”라고 말했다.

단일관세보증제도 도입… 동아프리카 교역 활성화 기대
이번 포럼에서는 동아프리카 문화와 경제 현황, 국가별 비즈니스 환경, 현지 진출 사례 등을 중심으로 다양한 발표와 토론이 진행됐다.
한국항공대 이진상 석좌교수는 EAC 지역 경제 트렌드를 분석하며 올해 시행된 단일관세보증제도가 역내 교역 활성화에 긍정적인 영향을 미칠 것으로 전망했다. 단일관세보증제도는 국가별로 별도 관세 보증금을 납부하지 않고 단일 보증만으로 EAC 전역에서 내륙 운송이 가능하도록 한 제도다.
수출입은행 아프리카부 이동혁 팀장은 케냐 스마트시티 조성사업과 탄자니아 인프라 구축사업 등 대외경제협력기금(EDCF) 승인 사례를 소개했으며, 케리로지스틱스 강원창 차장은 동아프리카 내륙 물류와 탄자니아·모잠비크 등 연안국 해상 물류 인프라 간 연결 중요성을 강조했다.
이어진 패널 토의에서는 LG전자, 성신RST, 보미건설 등 현지 진출 기업 관계자들이 실제 사업 경험과 시장 진출 과정에서의 유의사항 등을 공유했다.
한편 이번 행사는 한국무역협회가 추진 중인 ‘글로벌 유망시장 시리즈’의 일환으로 개최됐다. 무역협회는 지난 4월 CIS 권역 포럼에 이어 이번 동아프리카 포럼을 진행했으며, 향후 중남미 등으로 범위를 확대해 나갈 계획이다.

KITA Hosts 'Korea-East African Community (EAC) Economic Cooperation Forum'… “Focus on 300 Million Market and Single Tariff Guarantee System”
The Korea International Trade Association (KITA, Chairman Yoon Jin-sik) held the 'Korea-East African Community (EAC) Economic Cooperation Forum' at the Trade Tower in Samseong-dong, Gangnam-gu, Seoul on the 7th.
This forum was organized to enhance domestic companies' understanding of East Africa, which is emerging as a promising new market based on its population of approximately 300 million and high economic growth rate, and to share market entry strategies. The event was attended by around 100 people, including Yoon Jin-sik, Chairman of the Korea International Trade Association (KITA); Bakuramucha Nkubito, Ambassador of Rwanda to Korea; Emi Jerono Kipsoy, Ambassador of Kenya to Korea; and representatives from companies interested in entering the East African market.
Chairman Yoon Jin-sik stated, “Africa holds great potential not only for core mineral and energy supply chains but also as a future consumer market,” adding, “East Africa, in particular, is a strategic hub connecting the Indian Ocean and the African interior, making it a cooperation partner that our companies should pay attention to.”

Introduction of Single Tariff Guarantee System… Expected to Boost Trade with East Africa
At this forum, various presentations and discussions were held focusing on East African culture and economic conditions, business environments by country, and case studies of local market entry.
Professor Jin-Sang Lee, a distinguished professor at Korea Aerospace University, analyzed economic trends in the EAC region and predicted that the Single Tariff Guarantee system implemented this year would have a positive impact on revitalizing intra-regional trade. The Single Tariff Guarantee system is a mechanism that enables inland transportation across the entire EAC with a single guarantee, without the need to pay separate customs guarantee fees for each country.
Lee Dong-hyeok, Team Leader of the Africa Department at the Export-Import Bank of Korea, introduced cases of External Economic Cooperation Fund (EDCF) approval, such as the smart city development project in Kenya and the infrastructure construction project in Tanzania, while Kang Won-chang, Deputy General Manager at Kerry Logistics, emphasized the importance of connecting inland logistics in East Africa with maritime logistics infrastructure in coastal countries such as Tanzania and Mozambique.
In the subsequent panel discussion, representatives from companies operating locally, including LG Electronics, Sungshin RST, and Bomi Construction, shared their actual business experiences and points to consider during the market entry process.
Meanwhile, this event was held as part of the 'Global Promising Market Series' being promoted by the Korea International Trade Association (KITA). Following the CIS region forum held last April, KITA conducted this East Africa forum and plans to expand the scope to Latin America and other regions in the future.

韓国貿易協会（ＫＩＴＡ・会長ユン・ジンシク）は７日、ソウル江南区三成洞トレードタワーで「韓東アフリカ共同体（ＥＡＣ・Ｅａｓｔ Ａｆｒｉｃａｎ Ｃｏｍｕｎｉｔｙ）経済協力フォーラム」を開催した。
今回のフォーラムは約3億人規模の人口と高い経済成長率を基に新興有望市場に浮上している東アフリカ地域に対する国内企業の理解を高め、市場進出戦略を共有するために設けられた。イベントには、ユン・ジンシク韓国貿易協会会長をはじめ、バクラムチャ・ウンクビット在韓ルワンダ大使、エミゼロノ・キプソが駐韓ケニア大使、東アフリカ進出関心企業関係者など100人余りが参加した。
ユン・ジンシク会長は「アフリカは核心鉱物とエネルギーサプライチェーンだけでなく未来消費市場としても大きな潜在力を持っている」とし「特に東アフリカはインド洋とアフリカ内陸を結ぶ戦略的要衝地で韓国企業が注目すべき協力パートナー」と話した。

単一関税保証制度導入…東アフリカ貿易活性化の期待
今回のフォーラムでは、東アフリカ文化と経済現況、国家別ビジネス環境、現地進出事例などを中心に様々な発表と討論が行われた。
韓国航空隊のイ・ジンサン石座教授はEAC地域経済トレンドを分析し、今年施行された単一関税保証制度が域内貿易活性化に肯定的な影響を及ぼすと見通した。単一関税保証制度は、国別に別途関税保証金を納付せず、単一の保証だけでEAC全域で内陸輸送が可能にした制度だ。
輸出入銀行アフリカ部イ・ドンヒョクチーム長はケニアスマートシティ造成事業とタンザニアインフラ構築事業など対外経済協力基金(EDCF)承認事例を紹介し、ケリーロジスティックス江原槍長長は東アフリカ内陸物流とタンザニア・モザンビークなど沿岸国海。
続いたパネル討議では、LG電子、聖信RST、ボミ建設など現地進出企業関係者が実際の事業経験と市場進出過程での留意事項などを共有した。
一方、今回の行事は韓国貿易協会が推進中の「グローバル有望市場シリーズ」の一環として開催された。貿易協会は去る4月CIS圏域フォーラムに続き今回東アフリカフォーラムを進行し、今後中南米などに範囲を拡大していく計画だ。

韩国航空大学杰出教授李镇相（Jin-Sang Lee）分析了东非共同体（EAC）地区的经济趋势，并预测今年实施的单一关税担保制度将对振兴区域内贸易产生积极影响。单一关税担保制度是一种机制，它允许整个东非共同体内部运输仅需单一担保，无需为每个国家单独支付关税担保费。
韩国进出口银行非洲部组长李东赫介绍了对外经济合作基金（EDCF）的批准案例，例如肯尼亚的智慧城市发展项目和坦桑尼亚的基础设施建设项目；而嘉里物流副总经理姜元昌则强调了将东非内陆物流与坦桑尼亚和莫桑比克等沿海国家的海上物流基础设施连接起来的重要性。
在随后的小组讨论中，来自当地运营的公司的代表，包括 LG 电子、Sungshin RST 和 Bomi Construction，分享了他们在进入市场过程中的实际经营经验和需要考虑的要点。
与此同时，本次活动是韩国国际贸易协会（KITA）发起的“全球潜力市场系列活动”的一部分。继去年4月举办独联体地区论坛之后，KITA举办了此次东非论坛，并计划未来将活动范围扩大到拉丁美洲及其他地区。

Ce forum visait à approfondir la connaissance qu'ont les entreprises coréennes de l'Afrique de l'Est, un marché émergent prometteur grâce à sa population d'environ 300 millions d'habitants et à son fort taux de croissance économique, et à partager des stratégies d'entrée sur ce marché. Une centaine de personnes y ont participé, dont Yoon Jin-sik, président de l'Association coréenne du commerce international (KITA) ; Bakuramucha Nkubito, ambassadeur du Rwanda en Corée ; Emi Jerono Kipsoy, ambassadeur du Kenya en Corée ; et des représentants d'entreprises souhaitant s'implanter sur le marché est-africain.
Le président Yoon Jin-sik a déclaré : « L’Afrique recèle un grand potentiel, non seulement pour les chaînes d’approvisionnement essentielles en minéraux et en énergie, mais aussi en tant que futur marché de consommation », ajoutant : « L’Afrique de l’Est, en particulier, est un carrefour stratégique reliant l’océan Indien et l’intérieur de l’Afrique, ce qui en fait un partenaire de coopération auquel nos entreprises devraient prêter attention. »

Introduction d'un système de garantie tarifaire unique… Devrait stimuler les échanges commerciaux avec l'Afrique de l'Est
Ce forum a accueilli diverses présentations et discussions axées sur la culture et les conditions économiques de l'Afrique de l'Est, l'environnement des affaires par pays et des études de cas d'entrée sur le marché local.
Le professeur Jin-Sang Lee, professeur émérite à l'Université aérospatiale de Corée, a analysé les tendances économiques de la région de la CAE et a prédit que le système de garantie tarifaire unique mis en œuvre cette année aurait un impact positif sur la relance du commerce intra-régional. Ce système permet le transport intérieur dans l'ensemble de la CAE grâce à une garantie unique, évitant ainsi le paiement de droits de douane distincts pour chaque pays.
Lee Dong-hyeok, chef d'équipe du département Afrique de la Banque d'import-export de Corée, a présenté des exemples de projets approuvés par le Fonds de coopération économique extérieure (EDCF), tels que le projet de développement de ville intelligente au Kenya et le projet de construction d'infrastructures en Tanzanie, tandis que Kang Won-chang, directeur général adjoint de Kerry Logistics, a souligné l'importance de connecter la logistique terrestre en Afrique de l'Est aux infrastructures logistiques maritimes des pays côtiers comme la Tanzanie et le Mozambique.
Lors de la table ronde qui a suivi, des représentants d'entreprises opérant localement, notamment LG Electronics, Sungshin RST et Bomi Construction, ont partagé leurs expériences commerciales concrètes et les points à prendre en compte lors du processus d'entrée sur le marché.
Cet événement s'inscrivait dans le cadre du cycle de conférences « Marchés mondiaux prometteurs » organisé par l'Association coréenne du commerce international (KITA). Après le forum régional de la CEI qui s'est tenu en avril dernier, la KITA a organisé ce forum sur l'Afrique de l'Est et prévoit d'étendre son action à l'Amérique latine et à d'autres régions à l'avenir.
