Kim Young-rok, Preliminary Candidate for Mayor of Gwangju, Jeonnam: "Creating a Special City of 1 Million Population in Yeosu, Suncheon, and Gwangyang"
Announces Strategy for Great Leap Forward in Eastern Region at Policy Jury Debate on the 28th... Attracting Public Institutions and Investing 4.5 Trillion Won
(Break News Gwangju·Jeonnam) Reporter Lee Hak-su = Kim Young-rok, the Democratic Party of Korea's preliminary candidate for Mayor of Gwangju, Jeonnam, revealed his ambition to develop the eastern region of Jeonnam into a special city with a population of 1 million and achieve a major transformation into future-oriented industries through the injection of a large-scale budget.
Candidate Kim attended the "In-depth Policy Jury Debate" held at Choseok Hall of Suncheon University on the 28th and presented key strategies and concrete implementation plans for the great revitalization of the eastern region of Jeonnam.
At the debate, Candidate Kim put the creation of a "Special City of 1 Million Population" by integrating Yeosu, Suncheon, and Gwangyang at the forefront. To support this, he pledged to maximize the administrative and industrial capabilities of the eastern region by attracting major public institutions, including the Korea Environment Corporation (Suncheon), the National Federation of Fisheries Cooperatives (Yeosu), and the Korea Aerospace Industry Promotion Agency (Goheung).
In particular, he presented a blueprint to transform the steel and petrochemical industries—which are currently facing a crisis due to recent tariff barriers and restructuring—into future-oriented industries by investing a budget of 4.5 trillion won. He also presented a vision to develop a 2 million-pyeong RE100 industrial complex into a hub for advanced future industries, such as High-Band Semiconductors (HBM).
During the process of listening to voices from the field, he promised immediate measures to workers complaining of economic hardship. Preliminary Candidate Kim affirmed that immediately after the launch of the special city, he would allocate a budget of approximately 1 trillion won to implement "Emergency Economic Stabilization Measures," including subsidies for corporate employment retention and management stability, as well as subsidies for workers' housing and living stability.
Measures for balanced regional development and resolving welfare disparities were also discussed. He announced plans to reduce disparities among the 27 cities, counties, and districts within the Special City by establishing a 'Balanced Development Fund,' and to extend policies well-received in Jeonnam, such as the Basic Income for Birth and the Youth Culture Welfare Card, to the Gwangju region.
Regarding his opponent's criticism of his responsibility for population decline, he stated, "I find it painful that we failed to prevent population decline despite our achievements," but also expressed his determination to confront the issue head-on, adding, "As this is a national task, it requires collective effort rather than being the sole responsibility of the local government."
Furthermore, regarding concerns about job losses resulting from attracting AI companies, he emphasized, "Jeonnam and Gwangju possess optimal locational conditions, such as renewable energy and water resources, making them the right places to lead the AI industry," and asserted, "As high-tech industries develop, high-quality jobs will naturally increase."
In his concluding remarks, Preliminary Candidate Kim emphasized, "Kim Young-rok, proven by his extensive administrative experience and communication skills, is the right person to guarantee the future of the Jeonnam-Gwangju Special City," adding, "I will become a mayor who always keeps his promises and create the Special City that the citizens desire."
