Kim Sung-keun, Candidate for Chungbuk Superintendent of Education, Announces ‘Classroom Innovation’ Pledge… “Cultivating the Power of Thinking”

Kim Sung-keun (pictured), a candidate for the Chungbuk Superintendent of Education, has unveiled educational pledges aimed at maximizing students’ thinking and expressive abilities by moving away from rote memorization.

On the 25th, Candidate Kim announced the "Thinking Class—Classroom Innovation" pledge as the first installment of his core pledge series, "Schools Where Students Truly Study." This pledge focuses on fundamentally changing the existing educational culture centered on finding correct answers, and on organically connecting the three subjects of mathematics, science, and language to cultivate students' logical thinking skills and metacognitive capabilities (the ability to distinguish between what one knows and what one does not know).

Candidate Kim emphasized a distinctive approach by stating that he would focus on the "essence of the class"—changing the very way students think—rather than the current educational trend that concentrates on superficial changes such as the distribution of digital devices or infrastructure development. He presented three major tasks tailored to each subject. First, in the mathematics curriculum, the plan is to gradually introduce a teaching model that explains the solution process verbally to schools in Chungbuk, with the goal of "fostering a classroom culture centered on mathematical descriptive skills." To this end, the plan involves disseminating argumentative teaching models and collaborating with teachers in the field to develop teaching materials and conduct teacher training.

Second, in the science curriculum, process-oriented instruction will be expanded to "establish a student-led inquiry-based learning system," where students formulate hypotheses and verify them through experiments. In particular, "modular mobile science labs" will be operated for rural areas and small schools with poor experimental environments. Additionally, plans include establishing a "Junior Researcher" program that connects schools one-on-one with secondary battery facilities in Ochang and bio research institutes in Osong, as well as a local scientist mentoring network.

Third, in the language curriculum, critical literacy will be cultivated through in-depth reading and logical writing. The plan envisions fully introducing a four-step argumentative writing structure—comprising claim, evidence, rebuttal, and rebuttal—into classes, developing and distributing a Chungbuk-style standard curriculum model for reading, discussion, and writing to schools, and simultaneously strengthening critical reading education linked to AI literacy.

Candidate Kim Seong-geun emphasized, “The true competitiveness in the AI era is not search speed, but the power to think and express,” adding, “If the children of Chungbuk can explain solutions in math class, design experiments in science class, and logically construct their arguments in Korean class, they will be able to navigate any future on their own.”
