The essence of state administration lies in identifying and appointing individuals who possess both the expertise and the moral integrity to lead their respective ministries. Ultimately, it is a matter of personnel—a fundamental prerequisite. However, the recent cabinet reshuffle has sparked deep concern and disappointment rather than meeting public expectations. In reality, it is difficult to readily accept that these appointments align with the standards the public expects.

The allegations surrounding the Minister of Justice nominee—specifically regarding a request to expedite the approval of a new drug—carry significant repercussions. Despite explanations characterizing the move as addressing a grievance in the public interest, suspicions persist that it involved the exercise of influence through private networks. Furthermore, indications that political influence may have been wielded in a case that caused massive losses for minority shareholders raise serious concerns about fairness in our society.

Additionally, controversies surrounding the asset accumulation and management of state subsidies involving other nominees force us to question whether they possess the ethical sense of responsibility required of high-ranking public officials. With individual nominees mired in such a web of allegations and controversy, it is difficult to see how they can possibly lead national unity and innovation.

Even more serious is the doubt cast upon the very system that produced such flawed appointments. The issue goes beyond mere criticism regarding the failure of the vetting process; suspicions that personnel decisions are being swayed by unofficial figures or close aides are severely undermining the administration's credibility. State governance is not a venue for dispensing favors based on private connections; once the perception takes hold that appointments are driven by personal ties, public trust in the government inevitably begins to crumble. President Lee Jae-myung must not treat the current situation lightly. He needs to re-evaluate candidates facing controversy over their suitability using a more dispassionate and rigorous standard. Simply mounting a defense to protect political allies is not the way to resolve the crisis. He must transparently review the entire personnel vetting process—including whether to withdraw nominations—and demonstrate a willingness to apologize to the public.

Restoring the rule of law and normalizing state operations begins with personnel appointments. An attitude that prioritizes "one's own people" will not win public support; instead, it will only make the task of reviving faltering state momentum increasingly difficult.

Fairness is not merely an abstract slogan to be shouted; it is a value proven only when personnel changes are made and systems operate with integrity. The solution now rests on the President's choice. He must re-examine appointments from the public's perspective—even at this late stage—and boldly rectify any flawed selections. That is the first step toward restoring shattered trust and revitalizing the momentum of state affairs.
