In the hillside villages of Tongyeong following the torrential rains, piles of earth and debris still block residents' living spaces. In areas where alleys are so narrow that even heavy equipment cannot enter, the situation continues where soil must be shoveled out by hand.

On the 21st, the Planning and Administration Committee of the Gyeongnam Provincial Council visited Minyang Village in Docheon-dong, Tongyeong, and contributed to flood recovery efforts by personally clearing away the soil and debris accumulated around houses due to the heavy rainfall.

Tongyeong received 550 mm of rain from the 15th to the 18th. This is more than double the average rainfall of 238.1 mm in Gyeongnam, with cumulative rainfall soaring to 776.8 mm in some areas.

The torrential rain poured down over a short period, leaving direct damage to residential areas bordering the mountains. Landslides occurred in various places, houses and roads were flooded, and damage to basic living infrastructure, such as resident evacuations, power outages, and water supply cuts, ensued. Minyang Village, which the Planning and Administration Committee visited on this day, is another area where mud and debris flowing down from the hillside covered the houses.

In particular, recovery efforts were facing difficulties because the narrow passageways between houses made it difficult to deploy heavy equipment. Starting in the morning, committee members took up shovels and equipment to clear away the soil piled around the houses and cleared away various debris and flooded household items.

Members from both the ruling and opposition parties participated in this recovery effort. While inspecting the damage sites firsthand, they also listened to the inconveniences residents were experiencing and the difficulties of the recovery process.

The flood left behind more than just damage to facilities. An elderly resident met at the site recounted the tense situation at the time, stating that they had not been able to sleep properly for three days due to anxiety following the torrential rains.

This highlights the necessity of incorporating recovery measures not only for emergency repairs and facility maintenance but also for stabilizing the livelihoods of disaster victims, including the elderly and vulnerable groups. Kim Tae-jong, a Gyeongnam Provincial Assembly member (People Power Party, Tongyeong 2), stated, “My heart is heavy seeing the sites of the torrential rain damage and the local residents in person,” adding, “I will closely monitor the difficulties on the ground and do my utmost to ensure the swift recovery of the damage.”

Chairman Jang Byeong-guk said, “The committee came together to visit the site to offer even a small amount of assistance in restoring the daily lives of the affected residents,” and added, “We will do our utmost to provide the necessary administrative support for damage recovery so that residents can regain their peaceful daily routines.”

The damage from this torrential rain does not end with the water receding. Future tasks remain to meticulously monitor the risk of further collapse in areas where mountains and residential areas meet, while simultaneously ensuring recovery plans for vulnerable areas where heavy equipment access is difficult and providing livelihood support for the residents.
