25 Trillion Won ‘Giant Finance’ Jeonnam-Gwangju Integrated Special City Selects NH NongHyup Bank and Gwangju Bank as Inaugural Treasurers

System Confirmed: 1st Treasury NH NongHyup (General Account, etc.) and 2nd Treasury Gwangju Bank (Funds, etc.) - Finances Ranking 3rd Nationwide Following Seoul and Gyeonggi... Foundation for Substantive Joint Operations Laid - New Treasurers for the Next 4-Year Term to be Designated in the Second Half of This Year

(Break News Gwangju·Jeonnam) Reporter Lee Hak-su = The first financial institutions to manage the finances of the ‘Jeonnam-Gwangju Integrated Special City,’ where Jeollanam-do and Gwangju Metropolitan City are finally united, have been decided.

Jeollanam-do and Gwangju Metropolitan City announced that they held the Integrated Special City Treasury Designation Deliberation Committee meeting on the 22nd and selected NH NongHyup Bank as the inaugural 1st Treasury and Gwangju Bank as the 2nd Treasury, respectively, to manage finances from the launch until the end of this year. During this deliberation, the committee conducted a rigorous and fair review based on 40 evaluation indicators across five categories: the creditworthiness and financial stability of financial institutions, loan and deposit interest rates for the Integrated Special City, convenience for local residents, treasury management capabilities, and contributions to the local community and cooperative projects with the Integrated Special City.

Based on the review results, NH NongHyup Bank, designated as the First Treasury, will be responsible for the General Account, the Regional Development Fund, and seven special accounts. Gwangju Bank, designated as the Second Treasury, is scheduled to manage 16 special accounts and 34 funds.

The annual fiscal scale of the Integrated Jeonnam-Gwangju Special City is estimated to reach approximately 25 trillion won, comprising the budgets of Jeollanam-do (12 trillion won) and Gwangju Metropolitan City (8 trillion won), plus an annual government support fund of 5 trillion won. This represents the third-largest fiscal scale in the nation, following Seoul and Gyeonggi-do. Local political and government circles unanimously agree that this selection of the treasury holds deep significance as it marks the first step in integrating the previously separate financial management systems of South Jeolla Province and Gwangju City. It is assessed that the two cities and provinces have laid the groundwork for practical joint financial management in line with the launch of the Unified Special City.

Significant economic benefits are also expected to be felt by the residents of the cities and provinces. It is projected that not only will convenience for financial services be significantly enhanced throughout the Unified Special City, but the expansion of financial support for small business owners and SMEs will also inject positive vitality into the overall regional economy.

Meanwhile, the inaugural treasury selected this time will serve its term until the end of this year. The next treasury, which will be responsible for the finances of the Unified Special City for four years starting in 2027, is scheduled to be newly designated following the public announcement and formal review process in the second half of this year.
