단순 다수제가 아니라 STV(단기이양식 비례대표제)를 채택하고 있다.
Malta will hold its general election on the 30th.
The Maltese Parliament is basically composed of 65 seats,
The country is divided into 13 electoral districts,
each electing five members. However, the total number of seats can increase depending
on the election results because Malta has a constitutional mechanism that
grants additional seats to balance the nationwide vote share with parliamentary representation.
Malta’s electoral system is considered one of the most unique in Europe
because it adopts the Single Transferable Vote (STV)
system rather than a simple majority system. Voters do not simply choose a political party;
Instead, they rank candidates in order of preference,
such as first choice, second choice, and third choice.
Even candidates from the same party can be ranked differently.
In each district, a quota is calculated based on the number of valid votes,
and candidates who exceed that quota are elected first.
If a candidate receives more votes than necessary,
the surplus votes are transferred to the voters’ next preferred candidates.
Likewise, candidates with the lowest number of votes are eliminated,
and their ballots are also redistributed according to voters’ next preferences.
This process continues until all five seats are filled.
In theory, the system favors proportional representation and gives smaller parties a chance,
But in reality, Malta has long maintained a strong two-party structure dominated
by the Labour Party and the Nationalist Party.
The Labour Party is currently in power,
while the Nationalist Party is attempting to regain government control in what is expected
to be a very close race. Malta’s political culture is deeply rooted in family
and regional loyalties, with many people strongly identifying themselves
as lifelong supporters of one party or the other.
Unlike ordinary elections in many countries, Maltese elections resemble a huge national festival.
Streets are covered with party flags and banners,
while supporters dance and celebrate with loud music, fireworks, car horns,
and massive rallies that feel more like a carnival than a political campaign.
The intense rivalry between the two major parties creates
an atmosphere of extraordinary excitement and mobilization.
In this election, the Nationalist Party is particularly emphasizing generational change by promoting
31-year-old lawyer Alex Borg is a symbol of party renewal.
The party has reorganized its leadership and is campaigning aggressively in an attempt
to challenge the ruling Labour Party.
Malta’s election is therefore not merely a political contest but a nationwide social spectacle
that combines festive public participation with one of Europe’s most distinctive electoral systems.
