[브레이크뉴스=배종태 기자] 한동훈 부산 북구갑 국회의원 후보가 하정우 후보의 업스테이지 국책사업 선정 및 주식 처분 관련 해명에 대해 “오히려
심각한 이해충돌 문제를 더 분명하게 드러냈다”
고 주장했다.
한 후보는 지난 19일 자신의 페이스북을 통해 “하정우 후보의 입장을 봤다”며 “해명을 들어도 국민 입장에서는 납득하기 어려운 심각한 이해충돌 사안”이라고 비판했다.
한 후보는 특히 하 후보 측 설명의 신빙성 문제를 제기했다. 그는 “처음에는 베스팅 계약이라고 했다가 이후에는 베스팅 고문역할 계약이라고 말을 바꾸는 등 설명이 계속 달라지고 있다”며 “친분 있는 대표 개인에게 매각해 놓고 회사에 매각했다고 설명한 부분도 드러난 만큼 추가 검증이 필요하다”고 주장했다.
이어 “베스팅 계약은 일반적으로 창업자나 창업자급 핵심 임원들과 체결하는 경우가 많다”며 “
그 자체로 하정우 후보가 업스테이지와 매우 깊은 관계였다는 점을 보여준다
”고 말했다.
한 후보는 또 “하정우 후보가 청와대 AI수석으로 국가 AI 정책을 총괄하던 지난해 8월 4일, 업스테이지가
독자 AI 파운데이션 모델 사업, 이른바 ‘독파모’ 참여 기업으로 선정
됐다”고 지적했다.
그러면서 “그 시점까지도 하 후보는 업스테이지 주식을 보유하고 있었다”며 “이후 금융위원회 산하 펀드가
업스테이지에 무려 5600억 원 규모의 투자를 진행한 점
역시 국민 눈높이에서 납득하기 어렵다”고 주장했다.
한 후보는 “국가 AI 정책을 총괄하는 위치에 있던 인사가 관련 기업 주식을 보유한 상태에서 대규모 국책사업과 투자 지원이 이뤄졌다는 점 자체가 핵심 문제”라며 “이는 도저히 있을 수 없는 수준의 이해충돌”이라고 강조했다.
또 “국민이 원하는 것은 정치적 해명이 아니라
명확한 사실관계와 투명한 검증”이라며 “관련 의혹 전반에 대한 철저한 검증이 필요
하다”고 밝혔다.

하정우 후보 측
은 공식 입장문을 통해 “업스테이지 경영이나 의사결정에 관여한 사실이 없으며, AI수석실은 구조적으로 개별 사업 선정에 개입할 수 없다”고 해명한 바 있다. 또한 “주식 처분 역시 공직자윤리법에 따라 적법하게 진행됐다”고 반박했다.

Han Dong-hoon, a candidate for the National Assembly seat in Busan’s Buk-gu Gap district, criticized rival candidate Ha Jung-woo’s explanation regarding allegations surrounding AI startup Upstage, arguing that the clarification only made the conflict-of-interest concerns appear more serious.
In a Facebook post on the 19th, Han said he had reviewed Ha’s statement and concluded that “the issue of serious conflict of interest has become even clearer.”
Han argued that “even if everything Ha Jung-woo says is true, the matter remains deeply problematic from the public’s perspective.”
He also questioned the consistency and credibility of Ha’s explanations. Han claimed that “Ha’s side initially described the arrangement as a vesting contract, but later changed the explanation to a vesting advisory-role contract,” adding that “there are also questions requiring verification, including allegations that the shares were sold to an acquaintance personally while being described publicly as a sale to the company.”
Han further stated that “vesting contracts are typically reserved for founders or founder-level executives,” arguing that this demonstrated Ha had “a deeply connected relationship” with Upstage.
The candidate also pointed to the timing of government support for the company. According to Han, on August 4, 2025 — while Ha was serving as Presidential Senior Secretary for AI Policy and still held Upstage shares — the company was selected to participate in the government-backed sovereign AI foundation model project known as “DokPaMo.”
Han added that afterward, “a fund under the Financial Services Commission invested as much as 560 billion won into the company,” arguing that “the public would find it extremely difficult to accept such a situation.”
He stressed that “the core issue is that a person overseeing national AI policy continued to hold shares in a related company while large-scale government projects and investments benefiting that company were being carried out.”
Calling the situation “an unacceptable level of conflict of interest,” Han said that “what the public wants is not political explanations, but a clear disclosure of facts and transparent verification.”
Earlier, Ha Jung-woo’s camp released a statement denying the allegations, insisting that he had no involvement in Upstage’s management or decision-making and that the Presidential AI Secretariat was structurally incapable of intervening in the selection of individual government projects. Ha’s side also stated that the disposal of his shares was handled lawfully in accordance with the Public Service Ethics Act.
