North Chungcheong Province Opens 2026 Ulchi Exercise with Participation from Over 140 Local Agencies… Checking Real-World Response Capabilities
Starting with the initial situation report on the 18th, North Chungcheong Province has officially commenced the 2026 Ulchi Exercise, aimed at establishing a national emergency preparedness posture, across the entire province for four days until the 21st.
Approximately 13,000 personnel are participating in this Ulchi Exercise from over 140 local agencies, including North Chungcheong Province and its 11 cities and counties, as well as military units, police, fire departments, major public institutions, and mobilization companies. The exercise is being conducted with the objective of verifying and strengthening the nation's total war capabilities to respond swiftly to rapidly changing security environments, complex disasters, and terrorist threats.
The drill, which began with an unannounced emergency mobilization order for civil servants at dawn, proceeded through wartime organizational formation drills and entered full-scale real-world training after holding an initial situation report meeting in the afternoon to review the overall situation. Chungcheongbuk-do plans to maximize its crisis management capabilities by sequentially conducting administrative agency evacuation drills, training on the establishment and operation of wartime organizations, tabletop exercises, the operation of the wartime comprehensive situation room, and discussions on key pending issues during the event.
In particular, actual field training will be strengthened to prepare for emerging security threats, such as drone attacks. A drill simulating a drone terror attack and the resulting complex disaster response will be conducted in the areas of the Osong Health and Medical Administration Town and the Goesan Sports and Culture Center to assess the joint on-site response and integrated recovery capabilities of the civilian, government, military, police, and fire departments. In addition, civil defense drills for resident evacuation will be conducted concurrently to help residents master emergency procedures.
An official from Chungcheongbuk-do stated that a response system capable of protecting the lives of residents during a crisis can only be perfected through thorough training during peacetime. He added that amidst a security environment shifting toward hybrid warfare, the province will approach the situation with a real-world mindset rather than merely repeating procedures, and will do its utmost to create a safe region free of blind spots by ensuring organic cooperation among all relevant agencies.
