Changwon Special City Launches 2nd Phase of Electric Vehicle Supply Project Early Amidst ‘EV Boom’ and High Oil Prices and Energy Crisis

Securing Large-Scale Supply Including 1,100 Passenger Cars… Up to 140 Million Won in Support for School Buses

As the global trend of high oil prices persists, the movement among Changwon citizens to switch to economical zero-emission vehicles is extraordinary. Accordingly, Changwon Special City has decided to significantly expand the supply of electric vehicles by accelerating the pace beyond the original plan.

Changwon City announced that it will officially launch the ‘2026 Electric Vehicle Supply Project (2nd Phase)’ starting on the 22nd. This second phase is part of a ‘flexible response’ aimed at accommodating the enthusiastic demand from citizens confirmed in the first half of this year in a timely manner.

According to the city, as of the end of March this year, the number of applications for the electric vehicle supply project has surged by approximately 2.5 times compared to the same period last year. This is attributed to an explosion in actual purchase demand for electric vehicles, which have lower maintenance costs, as high oil prices persist. Reflecting these market conditions, the city has urgently allocated a total of 1,304 units. By vehicle type, the allocation includes 1,100 electric passenger cars, 200 electric cargo vehicles, 2 electric vans, and 2 school buses. In particular, 1,100 units have been concentrated in the passenger car sector, where demand is highest, which is expected to alleviate the shortage of vehicles for citizens.

The maximum subsidy amounts by vehicle type are 7.54 million won for passenger cars, 13.65 million won for small cargo vehicles, 91 million won for vans, and 145.9 million won for school buses; support is provided differentially based on the vehicle type and price. Additionally, extra subsidies are provided based on buyer characteristics, such as multi-child households and small business owners, and conversion subsidies are available for those who sell internal combustion engine vehicles held for more than three years and purchase an electric vehicle. The city is actively encouraging the replacement of vehicles with eco-friendly cars by providing additional subsidies tailored to buyer characteristics, such as multi-child households and small business owners, as well as offering a "conversion subsidy" for those who scrap internal combustion engine vehicles owned for more than three years and switch to electric vehicles.

Eligibility for support is limited to citizens aged 18 or older who have resided in Changwon for at least 90 days as of the application date, or corporations located within the city. As selection is determined by the order of vehicle delivery and registration, just as before, buyers whose vehicle delivery is imminent have an advantage.

Park Seon-hee, Head of the Climate and Air Division, stated, "We accurately identified the trend of surging real demand for electric vehicles amidst the energy crisis and have stepped forward to provide swift administrative support." She added, "We hope this initiative will alleviate the economic burden on citizens while serving as a catalyst for Changwon to advance as a leading city in carbon neutrality."
