이번 훈련은 비상사태 발생 시 민·관·군·경·소방의 유기적인 공조 체계를 점검하고 현장 대응 능력을 극대화하기 위해 마련됐다. 훈련 현장에는 37사단 화생방대대와 공병대대, 제2161부대 2대대, 13특임여단, 증평소방서, 괴산경찰서를 비롯해 대한적십자사 증평군협의회, 의용소방대, 지역자율방재단 등 관계기관 및 민간단체 인력 150여 명이 대거 참여해 실전과 같은 입체적 대응을 선보였다.
이날 시나리오는 청주공항 일대에 전술핵 공격이 가해져 낙진 피해가 발생하고 주민 대피가 진행되는 위급 상황 속에서, 테러범이 드론을 활용해 추가 폭탄 테러를 감행하는 복합 위기를 가상하여 진행됐다.
