Jeonnam Autonomous Police Commission Sets Out to Build Intelligent Integrated Safety Network Based on ‘On-Device AI’

Selected in National Police Agency R&D Competition… Secures 930 Million Won in State Funding, to be Implemented for 20 Months Innovation in Emergency Response by Linking Individual Systems such as CCTV, 112, and Disaster Broadcasting into a Single System

(Muan = Break News) Reporter Lee Hak-su = The Jeonnam Autonomous Police Commission is setting out to overcome the limitations of local public security by utilizing artificial intelligence (AI) technology and to build a field-oriented, advanced safety network.

The Jeonnam Autonomous Police Commission announced that its project, "Construction of an Intelligent Safety Network System Based on On-Device AI and Heterogeneous Interlinking," was finally selected for the "Autonomous Police Demand-Based Research and Development (R&D) Project" organized by the National Police Agency.

This selection is the result of the Commission establishing a close cooperative system with universities and research companies from the planning stage and providing active administrative support. This project involves the joint participation of Sunchon National University, Chamjoeunnet Co., Ltd., and GI Lab Co., Ltd., while the Jeonnam Provincial Police Commission serves as a R&D partner, responsible for field demonstrations and policy coordination. Funded by 933 million KRW in state funds, the project will run for 20 months, until December 2027.

Currently, local government security infrastructure—including CCTVs, 112 and 119 emergency reporting systems, village broadcasting, and disaster broadcasting—operates independently, making rapid joint response difficult in the event of emergencies. In particular, response delays have been cited as a chronic issue in rural and mountainous regions with weak communication infrastructure.

To address these problems, the Jeonnam Provincial Police Commission is combining "On-Device AI" with "Heterogeneous Interoperability Technology." On-Device AI is a technology that dramatically increases processing speed by directly assessing risk information on field terminals without relying on a central server. Furthermore, the plan is to form a seamless surveillance network by connecting existing equipment, which differs in manufacturer and communication method, into a single system.

The key project details include: ▲ maintaining and integrating existing infrastructure in Jeonnam and Gwangju; ▲ automatically reporting to 112 and 119 and simultaneously transmitting location information in dangerous situations; ▲ integrated transmission of village broadcasts and disaster broadcasts; and ▲ establishing a field-oriented real-time response system.

The Committee plans to first pilot the system in areas at high risk of population decline, and then establish a standard model that can be expanded nationwide before gradually distributing it.

Jeong Sun-gwan, Chairman of the Jeonnam Autonomous Police Commission, emphasized, “This project is a ‘public security innovation model’ that resolves chronic problems on the ground and will serve as a turning point for fundamentally improving the local community safety system.” He added, “We will continue to pursue field-oriented autonomous police policies that residents can experience firsthand.”
