South Jeolla Province Holds Training on ‘Priority Purchase of Products Made by Severely Disabled’... “Protecting Jobs Through Ethical Consumption”
System training and customized consulting conducted for over 500 public institution officials... Support expanded, including year-round one-on-one consulting, to achieve the statutory mandatory purchase rate of 1.1%
(Muan = Break News) Reporter Lee Hak-su = On the 28th, South Jeolla Province held the ‘2026 Training on the Priority Purchase System for Products Made by Severely Disabled by Public Institutions’ at the Provincial Office to raise awareness among public institutions regarding the purchase of products made by severely disabled individuals and to ensure stable job creation and income security for the disabled.
The ‘Priority Purchase System for Products Made by Severely Disabled’ is a legal system that mandates public institutions to purchase at least 1.1% of their total annual procurement from products and services produced in residential or production facilities for the severely disabled, in order to support the vocational rehabilitation and independence of the disabled.
Over 500 officials in charge of purchasing and contracting from public institutions, including local governments, offices of education, and government-funded agencies under the South Jeolla Province government, attended the training session. The training program provided practical assistance by consisting of explanations of the preferential purchasing system and related laws, guidance on purchasing methods and procedures, an introduction to production and sales facilities within the province, and the operation of promotional booths for products.
In particular, sales facilities for products made by the disabled in Jeonnam participated directly to conduct "customized purchasing plan consulting" tailored to the specific characteristics of each institution. They also listened to the difficulties faced by field staff and shared solutions, receiving a positive response from the attendees.
Jeonnam Province has set a goal to achieve the legally mandated purchasing rate this year and plans to continue one-on-one customized consulting for public institutions throughout the year, in addition to this training. Furthermore, the province plans to create an environment where public institutions can participate in purchasing more easily and actively by expanding vocational rehabilitation facilities for the disabled and diversifying product lines.
Na So-young, Head of the Disability Welfare Division of Jeonnam Province, emphasized, "Purchasing products made by the disabled goes beyond simple consumption; it is the realization of valuable welfare administration that protects jobs and supports the independence of the disabled." She added, "I hope that all public institutions will actively participate in purchasing products made by the disabled, using this training as an opportunity."
