South Jeolla Province Guards ‘Safe Tables’… Launches Special Crackdown on Livestock Traceability System

Intensive Inspections for 15 Days Until May 15… DNA Identity Verification to Block ‘Disguised Sales’ at the Source

(Muan = Break News) Reporter Lee Hak-su = South Jeolla Province is launching a large-scale crackdown to eradicate the illegal distribution of livestock products and enhance consumer confidence in food, in line with the recent rapid spread of non-face-to-face consumption culture, such as online shopping.

South Jeolla Province announced that it will conduct a ‘Special Crackdown on the Livestock Traceability System’ targeting livestock retailers and meat packaging and processing businesses within the province for approximately 15 days, until May 15. This crackdown was organized to ensure the effectiveness of the ‘Livestock Traceability System,’ which transparently manages information on the entire process from the rearing stage of livestock to slaughter, processing, and sales. This special crackdown involves close cooperation between Jeollanam-do Province and its cities and counties, as well as relevant agencies such as the National Agricultural Products Quality Management Service and the Animal and Plant Quarantine Agency, to eliminate administrative blind spots. The plan is to maximize on-site enforcement by combining independent inspections by each agency with joint inspections.

In particular, the province has focused its efforts on businesses with a history of past violations or those deemed to have a high probability of illegal distribution. To prevent fraudulent sales that exploit the difficulty of visual identification, the province plans to actively utilize "DNA identity testing," which involves collecting samples circulating in the market to verify whether the traceability number matches the actual livestock product.

The main inspection items focus on compliance with business operators' obligations under the Livestock Product Sanitation Management Act and the Livestock Product Traceability Management Act. Specifically, the inspection will closely examine: ▲ the status of traceability number display on sales counters and packaging; ▲ the issuance and storage of transaction statements containing the traceability number accurately; and ▲ the adequacy of real-time recording and management within the Livestock Product Traceability Management System (LIMS). If serious violations are detected following inspections, such as the intentional omission or false entry of traceability numbers, or false labeling of origin and grade, strict administrative measures—including the imposition of fines and business suspension—will be taken in accordance with relevant laws.

Jeonnam Province expects this crackdown to go beyond mere regulation and serve as an opportunity to protect the brand value of livestock products from the region and instill in consumers the perception that they are "Jeonnam livestock products to trust and eat."

Kim Seong-jin, Head of the Livestock Policy Division at Jeonnam Province, emphasized, "The livestock traceability system is a minimum safety measure and a promise that allows consumers to confidently choose our livestock products." He added, "We will establish a transparent distribution order through regular and thorough inspections." He further urged business operators, as suppliers, to recognize that compliance with the traceability system is directly linked to consumer trust and to cooperate actively.
