South Jeolla Province to Prevent Overproduction of Rice and Paddy Soybeans… Offering Unprecedented Benefits to Farmers Cultivating ‘Supply-Regulation Rice’

Up to 5.5 Million Won in Direct Payments Per Hectare and Additional Allocation of Public Rice Reserve Incentives - Applications Accepted at Eup, Myeon, and Dong Administrative Welfare Centers Until the 29th… Mid-to-Long-Term Development Plan Starting 2027

(Muan = Break News) Reporter Lee Hak-su = South Jeolla Province has embarked on a full-scale effort to expand the cultivation of ‘supply-regulation rice’ to address recent concerns regarding the overproduction of paddy soybeans and to encourage appropriate production of rice for consumption.

Unlike regular rice for consumption, ‘supply-regulation rice’ is a dedicated variety used entirely for processing industries such as rice crackers, rice cakes, and traditional liquor. Because it is managed separately from the general rice market, it has a significant effect in contributing to rice price stability by reducing the market supply of rice for consumption.

Accordingly, the government and South Jeolla Province plan to actively encourage farmers cultivating not only regular rice but also paddy soybeans—where concerns about overproduction have grown—to switch to "supply-controlled rice," with the goal of establishing an appropriate production system for both crops.

To this end, South Jeolla Province has allocated various exceptional incentives to encourage active participation from farmers.

First, farmers participating in the cultivation of supply-controlled rice will receive a total benefit of 5.5 million won per hectare, comprising 5 million won in strategic crop direct payments and 500,000 won in South Jeolla Province support funds for cultivating non-paddy crops.

In addition, a significant increase in incentive volume for public stockpiled rice will be allocated. Depending on the type of conversion, farmers can receive an additional 186 bags of public stockpiled rice per hectare when switching from paddy soybeans to supply-controlled rice, 125 bags when switching from paddy soybeans to table rice, and 61 bags when switching from table rice to supply-controlled rice. Farmers wishing to apply for the program should visit the administrative welfare center of their local Eup, Myeon, or Dong by May 29 to submit an application for the Strategic Crop Direct Payment. The application process is finalized only after farmers receive guidance on government-supported Rice Processing Centers (RPCs) recommended by their respective cities or counties, or select one themselves, and complete a supply contract.

Jeonnam Province plans to extend this initiative beyond short-term results to fostering production corporations in the mid-to-long term. Starting in 2027, the province has decided to newly include "corporations cultivating 10 hectares or more of supply-and-demand rice" as a requirement for participation in the "Establishment of Specialized Strategic Crop (Soybean) Production Complexes" and the "Support Project for Fostering Small-Scale Field Management Entities."

Farmers wishing to apply for the program should visit the administrative welfare center of their local Eup, Myeon, or Dong where their farmland is located. An official from Jeollanam-do said, “Expanding rice cultivation for supply and demand control has the dual benefit of stabilizing rice prices during the harvest season while maintaining farmland area,” and urged farmers to show active interest and participation, adding, “Since it benefits both farmers and distributors through incentives for public stockpiled rice, securing stable fixed distribution channels, and revitalizing the operation of participating RPCs, we ask for the active interest and participation of farmers.”
