South Jeolla Province to Root Out ‘Substandard and Illegal’ Practices in Forestry Corporations… Comprehensive Status Survey by June

Intensive Inspection of Compliance with Registration Standards, Including Capital and Technical Personnel – Strict Response Including Business Suspension and Prosecution Upon Detection of Illegal License Lending

(Muan/Suncheon = Break News) Reporter Lee Hak-su = South Jeolla Province is launching a high-intensity status survey of forestry corporations to improve the quality of forestry businesses within the province and create a transparent industrial environment.

South Jeolla Province announced that it will conduct a comprehensive status survey of 521 registered forestry corporations within the province by this coming June to verify compliance with legal registration standards, including capital, technical personnel, and office space requirements.

This survey was planned to substantially enhance the credibility of forestry businesses. Based on the ‘Management Guidelines for Forestry Corporations,’ the province plans to closely examine △the actual operation of offices △compliance with forestry technician qualification standards and employment status △and the actual state of business execution.

In particular, a two-stage verification system will be introduced to maximize the effectiveness of the investigation. First, basic data will be verified through a preliminary document review. Subsequently, joint on-site inspections will be conducted by Jeonnam Province and its cities and counties for corporations that frequently change their registered address or have insufficient documentary evidence.

Jeonnam Province plans to root out suspected cases of "renting out technician licenses" and "dual employment," which have been identified as chronic ills in the forestry sector. To this end, the province will establish a close cooperative system with the Korea Forest Service and conduct additional detailed investigations into suspected corporations.

Strong administrative sanctions, such as business suspension or registration cancellation, will be imposed on financially unsound corporations that fail to meet registration requirements as a result of the inspections. Furthermore, if serious illegal activities, such as license rental, are confirmed, the province plans to take the highest level of measures permitted by law, including notifying relevant agencies such as the Korea Forest Service and filing criminal complaints with judicial authorities.

Jeonnam Province will comprehensively analyze the results of this fact-finding survey and utilize them as foundational data for establishing future forestry policies and improving the system. In addition, the results of the fact-finding survey were shared with the forestry and contract departments of each city and county, and a strict request was made to thoroughly verify the eligibility of relevant corporations when concluding forestry project contracts.

Kang Shin-hee, Head of the Forestry Resources Division of Jeollanam-do, emphasized, “Illegal activities such as the rental of licenses not only tarnish the credibility of forestry projects but are also serious matters directly linked to on-site safety issues.” He added, “We will continue to conduct inspections to create a fair and transparent forestry administration environment where competent corporations are recognized.”
