음성군은 지난 22일 음성군 청소년참여위원회 위원들을 대상으로 청소년 정책 및 예산 참여 역량을 높이기 위한 ‘음성군 청소년참여예산학교’를 개최했다고 밝혔다. 이번 교육 프로그램은 청소년들이 정책과 지자체 예산 구조에 대한 이해도를 높이고, 실제로 청소년의 눈높이에 맞는 지역 필요 사업을 직접 발굴·제안할 수 있는 실무 역량을 키워주기 위해 기획됐다.
이날 행사에는 전국 지자체에서 주민 및 청소년 참여예산 전문 교육을 다년간 진행해 온 백연주 나라살림연구소 교육사업팀장이 강사로 초빙됐다. 교육 과정은 청소년 정책 및 주민참여예산제도의 개념 이해부터 시작해 실제 실행 가능한 정책 제안서 작성 방법까지 이론과 실습을 아우르는 내용으로 꾸려졌다.
특히 참석한 청소년들은 조별 실습을 통해 지역사회 내 개선이 필요한 이슈를 발굴하고 직접 참여예산 제안서를 작성해보는 시간을 가졌다. 이를 통해 청소년들은 예산 편성 과정의 매커니즘을 자연스럽게 습득하고, 단순한 정책 수혜자를 넘어 지역사회를 변화시키는 당사자로서의 책임감과 역할을 다지는 계기를 마련했다.
