Joint Crackdown on Illegal Parking in Ungdong Hinterland Complex to Begin in September
Gyeongnam Province to Operate Flexible Parking Zones… Secure Parking Spaces for Over 2,000 Vehicles
To resolve the chronic problem of illegal parking in the Ungdong Hinterland Complex (Phase 1) of Busan New Port, Gyeongnam Province will operate flexible parking zones and launch joint crackdowns with relevant agencies starting this September.
On the 31st, Gyeongnam Province held a meeting with relevant agencies, including the Busan Port Authority (BPA), Changwon City, Jinhae Police Station, the Cargo Truckers' Union, and the Logistics Association, at the BPA New Port PR Center and announced plans to resolve illegal parking in the Ungdong Hinterland Complex.
Completed in 2014, the Ungdong Hinterland Complex (Phase 1) spans 2.48 million square meters and serves as a key logistics hub for Busan New Port, housing 39 companies and employing over 1,700 people. However, safety issues have been continuously raised, including a fatal accident in 2017, as an average of over 2,200 large cargo trucks illegally parked and stopped along the roadside on weekdays. The dual management system—with the Busan Port Authority holding road management rights and Changwon City holding enforcement rights—was also cited as a factor hindering the resolution of the problem.
Gyeongnam Province designated certain roads as "flexible parking zones" following a mediation agreement with the Anti-Corruption and Civil Rights Commission and working-level consultations with relevant agencies. As a result, additional parking space for up to 2,000 vehicles will be secured, in addition to the existing 1,339 temporary cargo truck parking spaces.
The flexible zones will operate from 7:00 AM to 9:00 PM on weekdays, excluding central lanes, sections requiring traffic safety, and five designated no-parking zones: fire hydrants, intersections, bus stops, crosswalks, and sidewalks. The operation period runs until June 30, 2027, and a decision on whether to extend it will be made based on an evaluation of performance. Gyeongnam Province and related agencies will install banners and conduct promotional and guidance activities targeting tenant companies and truck drivers throughout August. Starting September 1, Jinhae-gu in Changwon City and the Jinhae Police Station will carry out joint enforcement using mobile CCTVs, PDAs, and reports via the Safety Hotline. Fines will be imposed on vehicles found in violation in accordance with relevant laws.
During the guidance period, the Busan Port Authority plans to repaint road surfaces, maintain guide signs, and install additional fixed CCTVs. In the second half of next year, the West Container Terminal Truck Rest Area is scheduled to be completed, securing an additional 740 parking spaces, including 513 for large trucks and 227 for small trucks.
Gyeongnam Province plans to continuously monitor cooperation with related agencies to resolve illegal parking and establish traffic order at the port, and intends to spread these measures as a model for port hinterland complexes nationwide.
