Sea Temperatures Expected to Be Over 1°C Higher This Summer… South Jeolla Province on ‘High Alert’ for All-Out Response to High Water Temperatures and Red Tide

Occurrence Expected to Begin Earlier Than Previous Years Due to Climate Change and the Tsushima Current; Response Budget Expanded to a Total of 4.6 Billion Won This Year… Timely Support for Equipment and Materials; Large-Scale Joint Civil-Government-Research Simulation Exercise to be Conducted in Wando on the 26th

(Muan = Break News) Reporter Lee Hak-su = As sea temperatures around Korea are projected to be over 1°C higher than average this summer due to climate change and the influence of the strong Tsushima Current, South Jeolla Province has entered an all-out response system to minimize damage to aquaculture organisms.

This is because rainfall during the monsoon season is also expected to be higher than average, increasing the likelihood that high water temperature and red tide advisories will be issued earlier than usual. On the 16th, Jeollanam-do held the ‘2026 Red Tide Countermeasures Committee’ with experts and officials from related agencies in attendance, focusing on joint public-private field response measures such as establishing a monitoring and forecasting system for high water temperatures and red tides, and expanding control equipment.

The ‘2026 Comprehensive Countermeasures for High Water Temperatures and Red Tide’ prepared by the province centers on four key directions: field-oriented preemptive prevention, rapid disaster response, rational damage recovery and support for business stability, and restructuring the aquaculture industry to adapt to climate change.

To strengthen responses centered on advance monitoring and early control, Jeollanam-do has allocated an increased budget of 3.4 billion won for high water temperature response this year, up 700 million won from last year.

Through this, the province has secured 10,278 units of 16 types of response equipment, including oxygen generators, bottom seawater supply devices, and shading nets, and plans to provide liquid oxygen and immune boosters to aquaculture farms in a timely manner. A budget of 1.2 billion won will be allocated for red tide control. By actively utilizing 51,000 tons of loess already secured, 13 pieces of public control equipment including loess spreaders, and 3,464 pieces of personal control equipment such as land-based circulation pumps, rapid initial response will be launched in the event of a red tide outbreak. The budget will be used for purchasing loess and red tide control substances, expanding control equipment, and covering fuel costs for control activities.

When a high water temperature or red tide advisory is issued, Jeonnam Province will immediately activate its comprehensive situation room and maintain a constant emergency response system.

In particular, major coastal areas densely populated with fish and abalone farms vulnerable to high temperatures will be designated as "priority management areas," and dedicated officials and field response teams will be deployed. They will provide intensive guidance on aquaculture farm management, including suspending feed supply, installing shade nets, and supplying liquid oxygen.

Training will also be conducted to enhance practical response capabilities. On the upcoming 26th, a simulated drill for high water temperatures and red tides will be held off the coast of Songgok, Sinji-myeon, Wando-gun, with the participation of approximately 50 people, including representatives from relevant agencies and fishermen. Intensive inspections simulating actual disaster situations are scheduled to take place, including the control of fish cage water flow, the spraying of red clay, and the operation of control equipment.

**Continuing the Success of Reducing Damage by 89% Despite Last Year’s ‘Longest-Ever Special Alert’**

Jeonnam Province’s proactive, all-out response is based on the successful defense experience achieved last year.

Last year, a high water temperature alert persisted in the waters off Jeonnam for 77 days—the longest period on record—but the province responded swiftly by urgently releasing 3.73 million farmed fish and securing an additional 900 million won in state funding. As a result, the province achieved the feat of reducing damages by a remarkable 89%, from 57.4 billion won in 2024 to 6.2 billion won last year. Damage from red tide was also successfully contained at the 700 million won level last year.
