(브레이크뉴스 전남광주) 이학수 기자=송형곤 전남광주통합특별시의회 초대 의장이 지방의회의 제도적 기반 강화와 독립성 확보를 위해 전국 시·도의회 순회 행보에 나섰다.
전남광주특별시의회는 송 의장이 28일부터 31일까지 나흘간 수도권·충청권·영남권·호남권의 주요 시·도의회를 차례로 방문해 ‘지방의회법’ 제정의 필요성을 피력하고 전국적 협력체계 구축에 나선다고 밝혔다.
이번 순회 일정은 28일 서울시의회와 경기도의회, 인천시의회를 시작으로 29일 충북·세종·충남·대전, 30일 경북·대구·울산·경남, 31일 전북도의회로 이어진다.
송 의장은 이번 방문에서 지방의회의 자율성과 전문성을 대폭 끌어올리기 위한 ‘6대 실천과제’를 주요 의제로 제안한다. 6대 과제에는 △‘1의원 1정책지원관’ 체계 실현 △지방의회 자체 예산편성권 확보 △지방의회 조직편성권 확보 △지방의회 자체 감사기구·감사권 확보 △의회 견제·감시권의 실효성 강화 △지방의원 의정활동 보상체계 현실화 등이 포함됐다.
송형곤 의장은 “현행 제도는 확장된 지방의회의 역할과 책임을 제대로 반영하지 못하고 있다”며 “전국 시·도의회가 뜻을 모아 근본적인 제도 개선에 나서야 할 때”라고 강조했다. 이어 “지방의회는 집행부 감시를 넘어 지역의 미래를 설계하는 기관으로 거듭나야 한다”며 “6대 실천과제를 통해 의회의 독립성과 전문성을 한 단계 끌어올리겠다”고 의지를 밝혔다.
한편, 송 의장은 이번 순회 일정 중 오는 9월 5일 개막하는 ‘2026 여수세계섬박람회’의 성공적인 개최를 위한 홍보 활동도 병행한다.
