Min Hyung-bae: “Will Create a Labor-Respecting City Free from Alienation During Industrial Transition”… ‘Dialogue with Special Citizens’ Held
Jeonnam-Gwangju Transition Planning Committee Successfully Concludes Labor Sector ‘Dialogue with Special Citizens’ on the 25th - Various Pending Issues Emerge, Including Establishment of Labor Bureau, Rights of Migrant Workers, and Shelters for Platform Workers - Mayor-elect Min Hyung-bae: “Will Establish Labor Policies for the Integrated Special City by Reflecting Voices from the Field”
(Break News Gwangju·Jeonnam) Reporter Lee Hak-su = A forum for communication has been established to draw a blueprint for the labor policies that the Integrated Special City must pursue in the era of industrial transition.
The Jeonnam-Gwangju Transition Planning Committee announced that it held the labor sector ‘Dialogue with Special Citizens’ at the Gwangju Labor-Management Co-growth Support Center on the 25th, and intensively explored the direction of the Special City’s labor policies to respond to the rapidly changing industrial environment.
This event, which marked the grand finale of the ‘Citizen Min Hyung-bae Listens to Special Citizens’ series, was held under the theme of ‘The Future of Labor Created Together by Working People.’ Approximately 200 people attended the event, demonstrating keen interest. These included officials from the Korean Confederation of Trade Unions (KCTU) and the Federation of Korean Trade Unions (FKTU), as well as platform, special employment, manufacturing, and transportation workers, and representatives from migrant worker support organizations.
Min Hyeong-bae, the Mayor-elect, personally took the microphone to lead the Q&A session. Panelists, including Park Jun-cheol, Special Advisor on Labor; Yoon Jong-hae, Chairman of the FKTU Gwangju Regional Headquarters; and Lee Jun-sang, Head of the Gwangju-Jeonnam Construction Branch of the Korean Construction Workers' Union, participated in the discussion, engaging in in-depth debate.
During the forum, vivid voices from the field and policy proposals regarding responses to changes in the labor environment resulting from AI and industrial transformation poured in.
Attendees identified key pending issues as: employment stability and support for labor transitions in response to AI and industrial transformation; protection of platform and special employment workers; establishment of a labor administration system, including the creation of a Labor Bureau; strengthening safety at industrial sites; and guaranteeing the rights and interests of migrant workers. They argued that the Integrated Special City must address these issues as top priorities. In particular, an official from the Gwangju Migrant Health Center stated, “Migrant workers are crucial contributors to maintaining local industries and rural communities,” and proposed that “a support system for guaranteeing health rights, providing medical interpretation services, and facilitating settlement in the local community must be firmly established at the level of the unified special city.”
An official from the Jeonnam Branch of the National Designated Driver Union demanded the expansion of rest areas for mobile workers, emphasizing that “for platform and special employment workers, a rest area is not merely a space for rest, but a minimum foundation for working safely and the starting point of labor welfare.”
There was also a strong demand for the establishment of a control tower dedicated to labor policy. One participant stated, “A communication system is needed to ensure that voices from the field are constantly reflected in policy by creating a ‘Labor Bureau’ within the special city organization and forming a civil-government consultative body.”
In addition to this, various tasks were proposed to create sustainable jobs, including employment stability during the integration of public institutions, improvement of treatment for care workers, expansion of vocational training to respond to AI and digital transformation, improvement of working conditions for prime contractors and subcontractors, and strengthening of labor rights education.
After listening attentively to suggestions from the field, Mayor-elect Min Hyung-bae repeatedly emphasized the importance of labor values, stating, “The growth of the Special City must ultimately be the growth of its people, and at its center lies labor.”
Mayor-elect Min continued, “While establishing a dedicated labor organization is important, what is more fundamental is implementing projects and policies that actually change the lives of workers,” adding, “Policies always begin in the field.”
Finally, he promised, “I will thoroughly review the valuable suggestions gathered today and faithfully reflect them in the labor policies of the Integrated Special City,” and pledged to “build a true ‘city that respects labor’ where no one is left behind amidst the massive trend of industrial transformation.”
