Gov’t revises pricing system for public EV charging facilities

(Yonhap)

The South Korean government has revised its electric vehicle (EV) charging rate structure by lowering the costs for residential users and increasing fees for high-speed charging at highway rest stops.

The Ministry of Climate, Energy, and Environment announced on Wednesday that it will implement a revised pricing system for public EV charging facilities, subdividing the fee structure and adjusting unit prices.

The proposal will be open for administrative notice from Thursday until May 19.

Currently, public charging fees are divided into two tiers – below 100 kW and 100 kW and above. The ministry plans to expand this into five tiers – from below 30 kW to above 200 kW.

Pricing adjustments reflect operational costs such as communication and maintenance expenses.

Under the current system, charging costs 324.4 won ($0.22) per kilowatt-hour (kWh) for chargers below 100 kW and 347.2 won per kWh for chargers of 100 kW or more.

After the revision, the rates will be 294.3 won for below 30 kW, 306 won for 30 kW to below 50 kW, 324.4 won for 50 kW to below 100 kW, 347.2 won for 100 kW to below 200 kW, and 391.9 won for 200 kW and above.

Users of slow chargers, as a result in apartment complexes are expected to benefit from lower fees. However, those using ultra-fast chargers such as at highway rest areas, will likely face higher costs.

“Most EV users charge at home using more affordable slow chargers, and only use fast chargers for short periods when needed during driving,” said a ministry official. “We lowered fees in the slow-charging range to better reflect reality, while fast-charging fees were adjusted upward to reflect actual costs, so the overall burden should not increase significantly.”
