이는 정유·석유화학 산업 집적(Refining & Petrochemical Concentration), 중동산 원유 수입 의존(Import Dependence on Middle Eastern Oil), 해운·항만 산업 발달(Shipping & Port Logistics Exposure), 핵심 수출산업 집적(Key Export-Oriented Industry Cluster)을 의미한다.
[Here is the English version of the article] "Southeast Korean Economy Hit Hard by Iran War, Urgent Need to Overcome R.I.S.K Structure"
The economy of Southeast Korea has seen a sharp decline in key economic indicators—such as industrial production, exports, and employment—due to the fallout from the Iran war. Experts urge immediate support for affected businesses and industrial restructuring to overcome structural vulnerabilities to Middle Eastern shocks and build economic resilience.
According to the BNK Economic Research Institute, the impact of the Iran war on the Southeast Korean economy intensified after the second quarter of 2026, leading to a rapid deterioration in major economic indicators. In May, manufacturing output decreased by 2.1% year-on-year, driven by a slowdown in petroleum-based sectors such as petrochemicals, oil refining, rubber, and plastics. Export volume also plummeted by 22.0% year-on-year, marking the sharpest decline in 64 months. Meanwhile, the number of employed individuals increased by a mere 6,000 compared to the same month last year, heavily dragged down by job losses in the wholesale, retail, accommodation, food services, and construction sectors.
The primary reason Southeast Korea suffered a more severe blow than the rest of the nation lies in its "R.I.S.K economic structure," which leaves it highly vulnerable to geopolitical shocks in the Middle East. This acronym represents four key structural vulnerabilities: Refining & Petrochemical Concentration, Import Dependence on Middle Eastern Oil, Shipping & Port Logistics Exposure, and Key Export-Oriented Industry Cluster.
Downward pressure on the regional economy is projected to persist through the second half of the year. It will take a considerable amount of time to restore the supply chains disrupted by the conflict, and high uncertainties remain regarding negotiations even after a ceasefire agreement. Additionally, the triple whammy of high interest rates, high inflation, and a high exchange rate is expected to aggravate the economic burden on the region.
Consequently, local governments, related agencies, and financial institutions must provide swift assistance to affected enterprises and vulnerable groups. For structurally weak companies, soft-landing measures—such as business transition consulting and tax incentives—should be considered to minimize market shocks.
The Iran war risks further widening the growth gap between the nation as a whole and Southeast Korea, following the patterns seen during the Global Financial Crisis and the COVID-19 pandemic. Under the assumption that the national economy grows at an annual average rate of 2%, Southeast Korea would need to achieve an average annual growth rate of 6.7% over the next 5 years, or 4.3% over the next 10 years, just to return to the national average growth trajectory.
Therefore, long-term countermeasures to boost the regional economy's resilience are urgently required. The region needs to enhance its industrial competitiveness by upgrading core traditional industries, fostering knowledge-based services, and expanding eco-friendly and AI-driven high-tech sectors. Simultaneously, it must strengthen social safety nets through talent cultivation, enhanced healthcare and welfare systems, and targeted support for vulnerable groups. As the region historically experiences deeper shocks and slower recoveries than the rest of the country during external crises, bold and innovative efforts are crucial to building a crisis-resistant industrial base and a highly resilient economic framework.
