Synergy from Administrative Integration Explodes… Jeonnam-Gwangju Special City Selects 4 ‘Regulatory Innovations’ That Transformed the Field

Achievements include recognition of rice blast disease as an agricultural disaster, extension of solar power installation periods on farmland, and relaxation of gas pipeline regulations in the Yeosu Industrial Complex Scheduled to represent the Integrated Special City at the Ministry of the Interior and Safety’s national competition this coming September

(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = The Integrated Jeonnam-Gwangju Special City has demonstrated the results of extensive regulatory innovation through field-oriented administration. The city recently held a presentation evaluation for the ‘Regulatory Rationalization Best Practices Competition’ and announced the final selection of four top innovation cases that resolved local issues by amending unreasonable laws and systems.

This competition holds special significance as it is the first regulatory innovation event held since the launch of the Integrated Jeonnam-Gwangju Special City, which established a historic milestone of integration between metropolitan local governments. A rigorous evaluation was conducted on a total of nine key projects that were identified by various departments of the former Jeollanam-do and Gwangju Metropolitan City over the past year, actively proposed to central government ministries, and led to concrete results in the form of actual legal amendments and institutional improvements.

To ensure a fair and objective evaluation, a large panel of six judges, including members of the former Jeollanam-do and Gwangju Regulatory Reform Committee and private sector experts in the fields of industry, law, and administration, participated. The evaluation was conducted using a multi-faceted assessment system combining "Excellence of the Case" (60%), which comprehensively evaluated the project's creativity, difficulty of problem-solving, administrative and economic effectiveness, and potential for dissemination to other local governments, with "Presentation Completeness" (40%), which assessed the delivery of content and level of preparation.

After fierce competition, the cases presented by the Food and Horticulture Division, Energy Policy Division, Land Management Division, and Chemical and Steel Industry Division were awarded the honor of being the final winners for accurately addressing the specific needs of local farms and industrial sites. The Food and Horticulture Division proved through a precise joint sample survey that the damage rate of rice blast disease, which spread rapidly due to abnormal high temperatures caused by climate change, exceeded 30%. Through this, they achieved a remarkable feat by having damage from rice blast disease—which had previously been an institutional blind spot—officially recognized as an "agricultural disaster" for the first time in the nation.

The Energy Policy Division continuously proposed revisions to the problematic regulations of the Farmland Act, which excessively restricted solar power installations within agricultural promotion zones and capped temporary use permits at a mere eight years. As a result, they achieved the feat of significantly extending the permit period to a maximum of 23 years, simultaneously opening a path for increased farm income and the dissemination of new and renewable energy.

The Land Management Division focused on the issue of approximately 116,000 unregistered surveyed land parcels in the former Jeonnam region. These parcels were registered in administrative ledgers but were not officially deregistered, infringing upon residents' property rights for a long period during the land survey project conducted during the Japanese colonial era. Based on close multi-agency collaboration with the Anti-Corruption and Civil Rights Commission, a fundamental legal solution was devised through the proposal of the "Special Act on the Nationalization, etc. of Unregistered Surveyed Land."

The Chemical and Steel Industry Division resolved the strict road setback regulations that had been the biggest obstacle to constructing a new high-pressure gas pipeline network within the Yeosu National Industrial Complex, which is 45 years old. By rationalizing regulations to allow exceptions to road setback requirements only for pipeline facilities that meet high safety standards, the division attracted investment from companies within the complex and simultaneously secured safety and industrial revitalization.

Song Mun-jeong, Legal Affairs Officer of Gwangju Metropolitan City, stated, "The outstanding cases selected this time are the fruit of the multifaceted efforts of public officials who worked tirelessly on the ground to move beyond bureaucratic administration and connect the urgent voices from the field to actual institutional improvements." She added, "We will continue to widely share and disseminate such innovative achievements, while also continuously identifying and decisively rooting out unreasonable 'sandbag' regulations that residents and businesses experience firsthand." Meanwhile, the exemplary cases of the four outstanding departments finally selected in this competition will be entered as signature innovation models representing Jeonnam Gwangju Special City in the nationwide ‘Local Regulation Rationalization Best Practices Competition’ hosted by the Ministry of the Interior and Safety this coming September, where they will compete with local governments across the country for excellence.
