[Here is the English version of the artice] Ha Jung-woo Rejects Allegations Over Upstage Project and Stock Disposal, Says “Claims Distort the Facts”

Ha Jung-woo, a candidate for the National Assembly seat in Busan’s Buk-gu Gap district, strongly denied allegations surrounding the selection of AI startup Upstage for a government-funded project and the disposal of his company shares, calling the accusations “a distortion of facts.” His camp stated that it was structurally impossible for him to intervene in the government project selection process and that the stock disposal was handled lawfully in full compliance with the Public Service Ethics Act.

In a statement released on the 20th, Ha’s side explained that “during the early stages of Upstage, Ha only served as a non-executive advisor limited to the field of AI education,” adding that “he was never in a position to influence the company’s management or decision-making.”

The statement also dismissed allegations raised by attorneys Hong Jong-ki and Ryu Je-hwa regarding Upstage’s selection for a national AI project and Ha’s stock disposal, describing them as “politically motivated attacks based on false claims.”

Regarding the role of the Presidential Office’s AI Secretariat, Ha’s camp stated that “the office is responsible only for presenting the broad direction of national AI policy and is not structurally involved in the execution of individual projects or the selection of participating companies.”

They further emphasized that “the government-funded project in question was overseen by the Ministry of Science and ICT and carried out through a fair evaluation process conducted by an independent panel of expert reviewers,” adding that “claims suggesting Ha or the AI Secretariat intervened in the selection process are simply untrue.”

Ha’s side also stressed that the disposal of his shares was conducted in strict accordance with the Public Service Ethics Act.

According to the statement, immediately after his appointment to public office in June of last year, Ha requested that the company arrange the sale of his shares in order to prevent any possible conflict of interest. From July to early August, time was required for the company to identify an appropriate buyer. When the sale could not be completed within the legal deadline, Ha placed all of his shares into a blind trust on August 14, as required by law.

Ha’s camp explained that “during the blind trust process, a buyer was secured and the final disposal of the shares was completed.” They added that “the stock disposal was properly reported to the Government Public Ethics Committee, and all related details were transparently submitted to the Ministry of Personnel Management to eliminate any potential conflict-of-interest concerns.”

The statement concluded by saying, “Ha complied with the legal obligations accompanying public office more rigorously than anyone else,” while warning that “strong legal action will be taken if the malicious spread of false information continues.”
