Chungcheongbuk-do Office of Education Pushes for Introduction of ‘Assessment Specialist Teacher System’ to Strengthen Teachers’ Expertise in Evaluation

Interim Report Meeting Held on Policy Research to Increase Reliance on Student Evaluations and Reduce Teachers’ Workload

Chungcheongbuk-do Office of Education Accelerates Student Evaluation System Reform in Line with Expansion of Short-answer and Essay-type Assessments

The Chungcheongbuk-do Office of Education has set out to establish an institutional foundation to secure the reliability of student evaluations and reduce the workload related to evaluations for teachers in the field, in line with the rapidly changing educational environment.

The Chungcheongbuk-do Office of Education held an interim report meeting for the policy research titled ‘Analysis of Student Evaluation Tasks and Development of an Operation Model for the Assessment Specialist Teacher System’ at the seminar room of the Educational Research and Information Institute. This research is being pursued to objectively diagnose the workload and level of expertise required for student evaluation in schools, and to derive a Chungcheongbuk-type operation model for the Assessment Specialist Teacher System by referencing similar cases both domestically and internationally. The Industry-Academic Cooperation Foundation of Korea National University of Education has been conducting the research since last March and is scheduled to announce the final plan this coming October.

Chungcheongbuk-do Office of Education According to the interim research results shared on this day, current student assessment duties for teachers are divided into nine responsibilities and 28 tasks, with an average annual workload reaching 11.66 hours per week. In particular, a survey of 450 middle and high school teachers revealed that 92.9% of respondents believed their workload would increase if essay-type assessments were expanded, while 83.7% stated that the current staffing system would be insufficient to handle the workload, highlighting the urgent need for institutional support.

In this regard, the research team proposed models to enhance assessment expertise, including designating and operating assessment-managed teachers at the school level and establishing separate positions for assessment specialists. Attendees at the briefing exchanged views on various challenges for successful implementation in the field, such as securing subject matter expertise, dividing roles with existing assessment personnel, and securing sufficient teacher staffing levels. The Chungcheongbuk-do Office of Education plans to finalize a high-quality final model by continuing expert focus group interviews (FGI) and Delphi surveys based on the voices from the field gathered this time.

An official from the Chungcheongbuk-do Office of Education emphasized that the importance of student assessment is greater than ever due to the expansion of short-answer and essay-type assessments and the application of the achievement assessment system. He stated that through this research, they will significantly enhance the fairness and reliability of assessments while simultaneously establishing practical support measures to allow teachers to focus on their core assessment duties.
