Choi Jeong-hoon, Chairman of the Education Committee of the Jeonnam-Gwangju Integrated Metropolitan Council, Urges Establishment of ‘High Schools for Gifted Students Specializing in AI, Semiconductors, and Energy’

"Success of 896 Trillion Won in Large-Scale Investment in High-Tech Industries Depends on Establishing a Region-Tailored Future Talent Cultivation System" Calls for a Cooperation Framework Among the Government, Offices of Education, Local Governments, and Companies for a Major Transformation of the Education and Industrial Ecosystems in Jeonnam and Gwangju

(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = As the government’s strategy to foster mega-high-tech industries and large-scale investment plans become more concrete, a claim has been raised that ‘high schools for gifted students specializing in AI, semiconductors, and energy’ must be established in the Honam region as a key driving force to support them.

The argument is that beyond hardware investments such as building factories and infrastructure, the software—a future-oriented talent cultivation system—must be simultaneously established to sustainably drive these efforts. Choi Jeong-hun (pictured, Democratic Party of Korea, Mokpo 4), Chairman of the Education Committee of the Jeonnam-Gwangju Integrated Metropolitan Council, issued an official statement on the 2nd, strongly urging the government, education authorities, and the local community to create an ecosystem for cultivating future talent, including the establishment of a gifted high school specializing in high-tech industries.

In the statement, Chairman Choi welcomed the move, stating, “The massive investment of 896 trillion won recently announced by the government is a historic turning point and an unprecedented opportunity for Jeonnam and Gwangju to leap forward as the central axis of Korea’s future high-tech industries.”

However, Chairman Choi asserted that “educational infrastructure” must accompany such astronomical capital investment to ensure long-term regional development. He sharply criticized the situation, stating, “No matter how massive the capital inflow or how many state-of-the-art factories are established, it is nothing more than a house built on sand unless a customized system for cultivating future talent to operate and develop them is built alongside it.” He added, “It is impossible to create a sustainable industrial ecosystem without a talent supply system.” In particular, this call is drawing attention as it aligns with the policy direction recently put forward by Kim Dae-jung, Superintendent of the Jeonnam-Gwangju Integrated Metropolitan Office of Education, as his inaugural address. In his first official directive, Superintendent Kim put forward the so-called "Education Local Production, Local Consumption" policy—centered on fostering and retaining local talent—as his top priority.

Reminding the audience of this point, Chairman Choi assessed, "Now, when the government's nationwide high-tech industry strategy and the Integrated Metropolitan Office of Education's comprehensive talent development policy are aligning, is the golden time to build the future education infrastructure that will be responsible for the next hundred years."

He further emphasized, "The 896 trillion won investment must not be limited to mere hardware expansion, such as building manufacturing plants and bringing in equipment. A true transformation will only be completed when we maximize the value of that investment and directly cultivate the core brains that will lead future industries within our own region." The core direction for talent development proposed by Chairman Choi is a "self-reliant virtuous cycle within the region." This is a criticism that the stopgap mechanism of temporarily sourcing talent from the Seoul metropolitan area whenever large corporations or research institutes establish themselves cannot overcome the limitations of regional decline and balanced national development.

He pointed out, "Bringing in fully developed talent from the capital area is merely a temporary measure and ultimately fails to prevent the outflow of local youth." He explained, "An early educational environment must be established where outstanding local students can naturally encounter and research core future industries such as AI, semiconductors, and energy starting from the elementary, middle, and high school levels." Furthermore, he emphasized the need for a "regionally complete educational ecosystem" where these students advance to local universities and eventually flow into high-tech companies and research institutes within the region.

At the same time, Chairman Choi stressed that "nurturing future talent is a task of the times that can no longer be postponed," and strongly called for "three immediate tasks" to realize this goal. The core of the three major demands announced this time is ▲full-scale support from the government, ▲design led by the Office of Education, and ▲the establishment of an all-out cooperation system among local industry, academia, and research institutes.

First, Chairman Choi called for a bold paradigm shift at the government level. He pointed out that the establishment of "specialized gifted high schools for AI, semiconductors, and energy," currently under discussion, should not be treated merely as a project to resolve local grievances. Chairman Choi emphasized that this "must be elevated to a core national project aimed at strengthening national competitiveness and pursued accordingly."

Second, he called for a preemptive and leading role from education authorities. He argued that in order for large-scale investment plans to generate tangible synergy rather than ending as one-off events, the Office of Education must take the lead in promptly preparing a "Comprehensive Plan for Fostering Talent for Future Industries" to link them.

Finally, Chairman Choi emphasized a solidarity system to underpin practical support on the ground. He proposed establishing a "Future Talent Cooperation Governance" involving the integrated special city, the Office of Education, local universities, and high-tech companies in close collaboration. He added that through this, a comprehensive support system must be established that organically connects talent development to placement in industrial sites.

Concluding the appeal, Chairman Choi Jeong-hoon repeatedly emphasized, "These three major tasks will be a watershed moment determining Korea's future competitiveness," and "the government, local governments, and education authorities must take responsibility and drive tangible change."

This call, raised at the level of the Education Committee of the local council, is expected to serve as a crucial support base in the future process of securing budgets and coordinating legislation with the National Assembly and the central government.

In particular, this move is projected to be a significant signal for completely restructuring the existing education system in the Jeonnam and Gwangju regions around high-tech. Attention is focused on whether local communities, facing the dual challenges of the crisis of regional decline and a shortage of high-tech talent, can leap forward as a hub of future industries through Chairman Choi's roadmap.
