Changwon Chamber of Commerce and Industry and 5 Non-Capital Regions Urge Legislation at National Assembly
Proposal for Expedited Passage of ‘Three Differential Taxation Bills,’ Including a 3%p Corporate Tax Cut and a 50% Reduction in Earned Income Tax
Lawmakers from both ruling and opposition parties, along with the business community in non-capital regions, have gathered to address the severe population outflow and shrinking corporate investment in these areas, wielding the powerful card of "tax reform."
On the afternoon of the 29th, at 2:00 PM, the Council of Non-Capital Chambers of Commerce and Industry held the "Forum on Tax Reform for Non-Capital Regions for Balanced National Development" jointly with Representatives Lim I-ja, Jeong Tae-ho, Park Soo-young, Koo Ja-geun, Cheon Ha-ram, and Heo Seong-mu in Conference Room 2 of the National Assembly Members' Office Building.
This forum was organized to establish the justification for legislation applying differential corporate and earned income taxes to non-capital regions and to urge their swift enactment, aiming to overcome the dominance of the capital area and the crisis of regional extinction. The event was attended by approximately 120 business leaders and the leadership of chambers of commerce from non-metropolitan areas, including National Assembly members Koo Ja-keun, Seo Il-jun, Choi Hyung-doo, Kim Jong-yang, Park Hee-seung, and Cheon Ha-ram, as well as Choi Jae-ho, Chairman of the Gyeongsangnam-do Chamber of Commerce and Industry Council, and Kim Jeong-tae, Chairman of the Jeonbuk Special Self-Governing Province Chamber of Commerce and Industry Council, demonstrating keen interest.
Kang Hyun-soo, a professor at Joongbu University (and former President of the Korea Research Institute for Human Settlements), who gave a keynote presentation, pointed out, "Given that the population of the Seoul metropolitan area exceeds half of the national total and 80% of large corporations are concentrated there, it is difficult to change structural trends with existing policies focused solely on infrastructure support." He further emphasized, "Since the tax system directly influences corporate location and worker residence decisions, a fundamental paradigm shift through tax reform is necessary."
Professor Kang identified a 3 percentage point reduction in the corporate tax rate for small and medium-sized enterprises (SMEs) and middle-sized companies in non-metropolitan areas, as well as a 50% reduction in earned income tax for employees of companies located outside the capital (up to an annual limit of 5 million won), as the core elements of the currently proposed amendment. He emphasized that this would serve as the starting point for the foundation of self-sustaining growth in non-metropolitan areas.
During the subsequent discussion, suggestions poured in from experts across various fields. Kim Ji-hye, President of the Jeonbuk Branch of the Korea Women Venture Association, diagnosed that "the outflow of youth is a problem stemming from a shortage of quality jobs, and tax policies will directly impact corporate cost structures to produce an immediate incentive effect." Park Geun-woo, a senior researcher at the Gyeongbuk Research Institute, proposed the need for "package legislation that combines tax differentiation and R&D support," while Professor Park Jin of the Korea Development Institute (KDI) suggested the introduction of a "differential joint tax" to simultaneously secure fiscal authority and balanced development.
Yoon Hee-jin, Deputy Editor-in-Chief of the Joongdo Ilbo, urged, “To overcome the resistance of vested interests in the capital region, it is urgent to establish joint campaign pledges among candidates for the June local elections and a system of cooperation transcending partisan lines among lawmakers from non-capital regions.” Professor Jeong Seung-young of Changwon National University added the need for precise revisions to the legal provisions, such as considering incentives for individual businesses.
Choi Jae-ho, Chairman of the Gyeongsangnam-do Chamber of Commerce and Industry Council, stated, “We must move away from the existing gradual approach and guarantee exceptional benefits that non-capital businesses can tangibly feel,” adding that “this tax reform bill will serve as a catalyst for balanced national development.”
Meanwhile, prior to the forum, business leaders from non-capital regions gathered on the steps of the National Assembly main building at 1:10 PM to hold a press conference urging the swift passage of the differential tax bill. Based on the results of this forum, the Council plans to continue activities to expand social consensus, such as proposing legislation to the National Assembly standing committees and pursuing joint campaign pledges for the upcoming local elections.
