Local Governments and the Social Solidarity Economy Seek Solutions for a ‘Virtuous Cycle of Employment and Welfare’… Seoul Forum on Italy’s ‘Trento Model’ Held
Hosted by the Department of Social Management at Hanshin University and the Gyeongbuk Citizens Foundation, Sponsored by the Credit Union Research Institute
Sharing Success Stories of Public-Private Partnership and Cooperatives Based on On-Site Research in Trentino, Italy
Presenting Milestones for a ‘Korean-Style Basic Society and Local Finance’ to Overcome Population Decline and Regional Crises
Amidst the crisis of population decline and regional extinction, a forum for public discussion was held to apply the Italian ‘Trento Model’ to Korea, in which the public sector and the social solidarity economy join hands to create employment and welfare at the local level.
The Department of Social Management at Hanshin University Graduate School and the Gyeongbuk Citizens Foundation successfully held the ‘Trento Model: Realizing Employment and Welfare Through Cooperation between the Public Sector and the Social Solidarity Economy’ forum on August 20 at the Seoul Regional Headquarters of the National Federation of Credit Unions in Jung-gu, Seoul. Sponsored by the Credit Union Research Institute, this forum was held simultaneously online and offline, attracting significant interest from social economy and local government officials across the country.
The northern Italian region of Trentino (Trento) is considered a prime example of a successful model region that has realized inclusive employment and universal basic services through a grassroots social solidarity economy, and maximized the self-reliance of the local economy by establishing close public-private partnership governance between the local government and cooperatives.
Based on research findings from a Korean social solidarity economy delegation led by Professor Jang Jong-ik of Hanshin University, who visited local institutions in Trentino last May, the forum featured presentations of specific case studies and discussions.
Professor Jang Jong-ik of the Department of Social Management at Hanshin University delivered the keynote address, opening the event with the theme, "The Development Model of Trento, Italy: Cooperative Networks and Public-Private Partnership Governance." Professor Jang stated, “Trento is a place where, over 130 years, cooperative networks have collaborated closely with local governments to create employment and welfare within the community itself.” He added, “As Korea faces population decline and regional crises, the Trento model will serve as a concrete reference point demonstrating how local governments and the social solidarity economy can share roles and cooperate on the path toward a basic society.”
The subsequent case presentations introduced specific innovation models for improving the fundamental structure of the local economy and in the fields of forestry, agriculture, and care services.
Agriculture and Distribution Innovation: Woo Jang-han, Executive Director of the Gyeongbuk Citizens Foundation, presented the innovation case of the ‘Melinda Cooperative,’ a federation of cooperatives owned by 4,000 farm households.
Care and Labor Integration Platform: Lee Sang-jin, CEO of Korea Social Innovation Finance, presented the 40-year history of solidarity of the Trentino social cooperative consortium, ‘Consolida.’
Inclusive Employment Practice: Jeong Hyeon, a representative from the Hwaseong Social Economy Support Center, presented an inclusive employment model achieved by Type B social cooperatives and local governments through the ‘Oasi Tandem’ and ‘Il Gaviano’ social cooperatives.
Local Communities and Local Finance: Han Myeong-jae, Director of the Jinan Social Economy Support Center, discussed the public-private institutional innovation of the ‘Val Badia Community Cooperative,’ while Son Seok-jo, former Head of the Social Finance Division at the National Federation of Credit Unions, presented a future vision for local finance through the case of ‘Casa Rurale,’ a credit cooperative with a 132-year tradition.
Ecosystem Building: Moon Jo-seong, Director of the Hwaseong Social Economy Support Center, analyzed the 130-year-old local social solidarity economy ecosystem built by the ‘Trentino Cooperative Federation.’
Inclusive Employment Practices: The comprehensive discussion, moderated by Cho Hyun-kyung, Director of the Hankyoreh Economic and Social Research Institute, featured Kim Sang-hyun, President of the National Federation of Cooperatives; Kim Jin-seok, Head of the Cooperative Division at the Korea Social Enterprise Agency; and Kang Ho-jin, Standing Representative of the Jeju Social Economy Network. They engaged in an intensive discussion on the applicability of the Trento Model to the Korean context and institutional improvement measures to revitalize the local economy.
Regional economic experts anticipate that if a "Korean-style Trento Model"—combining local governments, regional credit unions, and social economy organizations—is activated following this forum, it will serve as a powerful driving force for job creation and the resolution of welfare blind spots in stagnant provincial cities.
