The Bujeon-Masan double-track railway, which has been delayed for over six years, is resetting its schedule with the goal of a partial opening on April 1, 2027. The plan involves operating trains on sections where construction has been completed and connecting the remaining 3.35 km via shuttle buses. While a way out of the long-term stalemate has been secured, minimizing passenger inconvenience—as passengers will have to transfer between trains and buses—has emerged as a challenge just as critical as the opening itself.

On the 26th, Gyeongnam Provincial Assembly member Jeong Sang-hak assessed the government's plan for partial opening as providing a realistic breakthrough for railway access that residents have been waiting for, and demanded that specific operational plans be finalized as soon as possible.

The government's plan is to open the usable sections first, rather than waiting until construction on the entire line is completed.

The ITX-Maeum train will operate between Masan Station and Gangseo Geumho Station and between Sasang Station and Bujeon Station, while the approximately 3.35 km section between Gangseo Geumho Station and Sasang Station, which cannot yet be opened, will be connected by shuttle buses. The problem is that passengers cannot reach their destination in a single trip.

When traveling from Masan to Busan, passengers may have to disembark, transfer to a shuttle bus, and then take the train again; if the train and bus schedules do not align, the effectiveness of the partial opening could be diminished.

This is why Assemblyman Jeong urged that the operational plan be finalized before the opening date.

He demanded that train arrival and shuttle bus departure times be coordinated to minimize transfer waiting times, and that measures be put in place to prevent additional charges for transfers, as well as an integrated ticket that allows travel across the entire route with a single ticket.

He also cited the inconvenience that vulnerable groups, such as wheelchair users and the elderly, might experience while switching between trains and buses as an issue that must be examined before the opening.

Assemblyman Jeong stated, "What residents need is not just the opening date, but an operational plan that allows them to know when to board the train, how much to pay, and how long they have to wait for a transfer," adding, "We must provide sufficient information after minimizing transfer inconveniences." The delay in the Bujeon-Masan double-track railway is a pending issue that Assemblyman Jeong has consistently addressed in the Provincial Assembly.

During the administrative audit in November 2024, he examined issues including delays in restoration and safety verification following the tunnel collapse, as well as problems with evacuation connecting passages and additional ground surveys. In the work report in January 2025, he scrutinized the possibility of partial opening, the deployment of the ITX-Maum, operating intervals, and fares; during the settlement review in June of the same year, he expanded the scope to include platform screen door replacement, delays in restoration work, litigation, and the burden of project costs.

While the schedule for partial opening has been concretized under the government's recent plan, the timing for normalizing operations across the entire line remains a challenge to be resolved.

Assemblyman Jeong demanded that the government and Gyeongnam Province disclose the target date for full opening and a detailed roadmap for the remaining construction. He maintains that safety verifications—such as correcting track construction errors, surveying the entire line, replacing platform screen doors, and conducting comprehensive test runs—should not be scaled back due to time constraints. Assemblyman Jeong stated, “April 1, 2027 is not just another target date, but a promise to the residents that must be kept,” adding, “As the Chairman of the Construction and Firefighting Committee, I will thoroughly monitor safety, user convenience, and the opening schedule to ensure that this partial opening does not become a pretext for delaying the opening of the entire section.”

Ultimately, the evaluation of this partial opening does not depend simply on whether trains begin operation. The key lies in how much transfer time and fare burdens can be reduced while connecting the 3.35 km disconnected railway line via shuttle buses, and how much the opening of the entire section can be brought forward at the same time.
