Jeonnam Anchor Center Holds Regional Briefing on ‘ANCHOR Project Expense Execution and Management Standards’

Tailored to the Ministry of Education’s RISE → ANCHOR Reorganization… Enhancing Practical Understanding by Dividing into Eastern and Western Regions - Focusing on Minimizing On-Site Confusion by Concurrently Conducting ‘e-Naradoum Settlement Training’ in Cooperation with the Korea Financial Information Service

(Muan = Break News) Reporter Lee Hak-su = The Jeonnam Anchor Center announced that it will hold regional briefings on ‘Project Expense Execution and Management Standards’ to ensure the stable implementation of the project, following the reorganization of the Ministry of Education’s ‘Regional Innovation-Centered University Support System (RISE)’ into the ‘Regional Growth Talent Development System (ANCHOR).’

These briefings were organized to enhance understanding of project expense execution and settlement tasks at the front lines by guiding university practitioners on the newly applied project expense execution and management standards in line with the transition to the Anchor project.

The briefings will be conducted separately for the Eastern and Western regions of Jeonnam. The first briefing session, targeting the eastern region, was successfully held at Sunchon National University on the 20th, and the second session, focusing on the western region, is scheduled to take place at Mokpo National Maritime University on the upcoming 28th. Over the two days, a total of approximately 150 working-level staff from participating universities and implementing agencies will attend to discuss strategies.

The main information provided consists of practical items directly relevant to the work, including: major revisions to the execution and management standards for the Jeonnam Anchor project funds; changes to the project fund management system due to the anchor structure and project restructuring; precautions regarding fund execution; and e-Naradoum settlement training to prepare for the settlement of first-year project funds.

In particular, thanks to the active cooperation of the Korea Financial Information Service's Financial Assistance Center (Gwangju-Jeolla region), the "e-Naradoum Settlement Training" will be conducted concurrently with this briefing session. The focus is on enhancing university staff's understanding of fund execution and significantly reducing potential trial-and-error and confusion that may arise during the future settlement process.

In addition, the Center directly collected feedback from each university regarding operational difficulties encountered in the field when applying project expenditure standards. The Center plans to actively incorporate the voices heard from the field into future project operations to further strengthen its field-oriented support system.

Bae Yong-seok, Director of the Jeonnam Anchor Center, emphasized, "Since project expenditure standards are directly applied at the university sites, the understanding and empathy of working-level staff are paramount." He added, "We will continue to communicate with universities and do our utmost to ensure the stable implementation of anchor projects and provide practical support to the field."
