전남도는 지난 14일부터 15일까지 이틀간 목포 신안비치호텔에서 도 및 시·군 세정업무 담당 공무원 140여 명이 참석한 가운데 ‘2026년 전라남도 지방세정 연구과제 발표대회’를 성황리에 개최했다고 밝혔다.
이번 대회는 오는 7월 전남광주통합특별시의 공식 출범을 목전에 둔 시점에서, 새로운 세원 발굴과 합리적인 제도개선을 통해 통합특별시의 재정적 기반을 확충하고 자립도를 높이기 위한 구체적인 방안을 모색하고자 마련됐다.
연구과제 발표 결과, 영예의 대상은 도로 공매를 통한 획기적인 체납액 징수 방안인 ‘34년 묵은 체납 길(Road)에서 길(Way)을 찾다’를 발표한 순천시가 차지했다.
최우수상에는 분야별로 혁신적인 아이디어가 돋보인 지자체들이 이름을 올렸다. ▲제도개선 분야에서는 최근 지역 산업 트렌드를 반영해 ‘AI 데이터센터의 지역자원시설세 부과’를 제안한 강진군이, ▲세외수입 분야에서는 지역 특산물의 글로벌 성장을 세원과 연계한 ‘검은 반도체 김, 목포에서 세계로’를 발표한 목포시가 각각 선정됐다.
이외에도 우수상은 장성군, 구례군, 고흥군이 받았으며, 장려상은 광양시, 곡성군, 화순군이 각각 수상의 기쁨을 안았다.
이번 대회를 통해 발굴된 우수 과제들은 전라남도를 대표해 전국 대회에 출격한다. 제도개선 분야 최우수 과제로 선정된 강진군의 연구과제는 행정안전부 주관 ‘2026년 지방세 발전포럼’에, 세수증대 및 세외수입 분야 최우수 과제인 순천시와 목포시의 과제는 ‘2026년 지방재정대상’에 각각 전남도 대표로 참가해 전남 세정 행정의 우수성을 널리 알릴 예정이다.
강종철 전남도 자치행정국장은 “현장에서 자주재원 확보와 공정과세 실현을 위해 묵묵히 헌신하고 있는 세정 공무원들의 노고에 깊이 감사드린다”며, “이번 발표대회가 다가오는 통합특별시의 탄탄한 재정적 기초가 될 신세원을 발굴하고, 도·시군이 세수 확충을 위해 함께 지혜를 모으는 뜻깊은 계기가 되기를 기대한다”고 말했다.
