South Jeolla Province Accelerates Creation of ‘Industrial High-Power Laser Cluster’… Establishes 162 Billion Won Mid-to-Long-Term Plan
Building Korea’s Only Laser Industry Ecosystem… 10-Year Roadmap Confirmed Until 2035, Promoting Localization of Core Advanced Manufacturing Technologies and Corporate Clustering in Space, Defense, and Semiconductors
(Muan = Break News) Reporter Lee Hak-su = South Jeolla Province has officially launched efforts to secure source technologies for ‘industrial high-power lasers,’ which are key to future advanced manufacturing industries such as space, defense, and semiconductors, and to establish a national industrial ecosystem.
South Jeolla Province announced that it has established the ‘Basic Plan for the Creation of an Industrial High-Power Laser Cluster’ to be implemented from 2026 to 2035, following collaboration with Jeonnam Technopark (Jeonnam TP) and consultation with the Korea Institute of Photonics Technology and laser-related companies. This mid-to-long-term basic plan has a total project budget of 162 billion won and includes a 10-year roadmap centered on six detailed projects across three sectors. High-power lasers are a core element technology utilized across various advanced manufacturing sectors, including aerospace, defense, shipbuilding, steel, semiconductors, e-mobility, and ceramics. However, the domestic laser industry currently relies on imports for over 90% of its core optical components, and its technological level stands at only 50% of that of advanced nations. Consequently, there is an urgent need for national-level self-reliance and the establishment of a robust ecosystem.
Accordingly, Jeonnam Province envisions proactively responding to government initiatives and overcoming the technological gap through this master plan. Specifically, the province plans to focus on: ▲ establishing demonstration centers and testbeds for high-power lasers for aerospace, defense, precision manufacturing, and nuclear decontamination; ▲ developing technologies for the localization of core optical components and systems; and ▲ fostering specialized personnel and creating industry-academia-research cooperation networks.
The Gwangju and Jeonnam regions already possess outstanding research infrastructure as the nation's largest optical industry cluster. World-class research institutions such as the Korea Institute of Photonics Technology (KIPTECH), Korea National Institute of Energy and Engineering (KENTECH), GIST Advanced Photonics Research Institute, and Electronics and Telecommunications Research Institute (ETRI) are concentrated in the area.
Furthermore, equipped with the "Jeonnam TP Laser Industry Center"—the nation's only laser technology support institution—and a foundation of specialized related companies like Korea Electro-Optics and Green Optics, the region is considered the optimal location for establishing a high-power laser cluster.
Notably, it has been confirmed that approximately 50 domestic laser-related companies have already submitted letters of intent to participate in Jeonnam Province's cluster development plan. Jeonnam Province plans to use this as a springboard to further accelerate corporate agglomeration and the establishment of a technology cooperation ecosystem.
Cho Young-jin, Head of the Future Energy Industry Division at Jeonnam Province, stated, "High-power lasers are a core technology that will determine the competitiveness of future advanced manufacturing industries." He added, "We will actively support Gwangju and Jeonnam to grow into the hub of Korea's high-power laser industry by establishing an industrial ecosystem where R&D, demonstration, and corporate support are organically linked."
