South Jeolla Province Goes All Out to Secure Landslide ‘Golden Time’... Conducts Practical Joint Training at Muwol Village, Damyang

Approx. 200 Personnel from Government, Police, Fire Departments, and Private Sectors Gather to Check Multi-dimensional Response Assuming Sudden Heavy Rainfall- 58.1 Billion Won to be Invested in Prevention Facilities, Including Check Dams... Plan to Complete Construction by Late June Before the Rainy Season

(Muan·Suncheon = Break News) Reporter Lee Hak-su = South Jeolla Province has set out to strengthen practical response capabilities to achieve zero casualties in preparation for summer natural disasters.

South Jeolla Province announced that it conducted a ‘Joint Civil-Private Resident Evacuation Drill for Landslide Preparedness’ on the 29th in the area of Muwol Village, Geumsan-ri, Daedeok-myeon, Damyang-gun. The drill was designed to check rapid evacuation procedures and the cooperation system among relevant agencies in the event of a landslide. This drill was jointly organized by South Jeolla Province and Damyang County. Approximately 200 people participated, including village residents, police, firefighters, officials from the National Forest Service, the Korea Forestry Association, the Korea Forest Disaster Safety Technology Corporation, and representatives from 22 cities and counties. The exercise was conducted amidst tension reminiscent of a real-life situation.

The drill simulated a scenario where soil moisture content rises rapidly due to torrential rain, with extreme rainfall exceeding 150mm per hour forecast. Starting with a situation assessment meeting following the receipt of a preliminary landslide warning from the Korea Forest Service, the entire process was meticulously reviewed in the following order: issuance of a landslide warning, dissemination of evacuation orders, guidance of resident evacuation, and emergency recovery and evaluation.

In particular, roles were divided between relevant agencies and village facilitators, such as youth associations, to ensure the rapid evacuation of vulnerable groups, including the elderly and those with mobility impairments. The focus of the drill was on responding to actual situations, with the police handling persuading those who failed to comply with evacuation instructions and controlling traffic, while the fire department was responsible for emergency measures and transporting the injured. Muwol Village, the site of the training, suffered approximately 200 million won in property damage from a large-scale landslide in August 2020. Currently, restoration work, including the installation of check dams, has been completed, and the area is managed as a landslide-prone zone. Following the training, participants received education on public action guidelines for landslides, and a safety inspection of the check dam facilities on the mountain behind the village was also conducted.

Before the rainy season begins in earnest, Jeollanam-do Province plans to update communication systems for 2,698 landslide-prone areas within the province and conduct intensive safety inspections of 1,250 evacuation shelters. Additionally, the province plans to invest a total of 58.1 billion won this year to expand preventive facilities, such as check dams, and complete the project by the end of June.

Kim Jeong-seop, Director General of the Environment and Forestry Bureau of Jeollanam-do, emphasized, "This training served as an opportunity to practically inspect the resident evacuation system and inter-agency cooperation system in the event of a landslide," adding, "We will do our utmost to protect the precious lives and property of our residents through continuous inspections and training."
