South Jeolla Province Cleans Up Illegal Facilities in Forest Valleys… “Returning to Public Resources”
312 Cases (1,094 Units) Detected as a result of joint inspections since last March… Plans to Complete Cleanup of 99 Cases by the End of This Month - Donggok Valley in Mt. Baegun, Gwangyang, ‘Voluntary Removal’ Following Communication with Residents and Merchants… Noteworthy as a Model Case - Exemption from Liability for Voluntary Reporting by June 30… Strong Responses Including Judicial Action and Administrative Enforcement to be Taken for Non-Compliance Starting July
(Muan·Suncheon = Break News) Reporter Lee Hak-su = South Jeolla Province is making all-out efforts to restore pristine nature by conducting a comprehensive cleanup of illegal facilities within the province’s forest valleys.
South Jeolla Province announced that as a result of joint inspections conducted with cities and counties since last March, a total of 312 cases (1,094 facilities) of illegal activity were detected, and plans to complete the cleanup of 99 illegal commercial facilities by the end of this month. The main types of violations detected include unauthorized installations of platforms, sunshades, bungalows, decks, and illegal cultivation around valleys. Currently, approximately 20% of the total detected cases have been rectified.
In particular, cleanup efforts are underway for 63 cases of illegal occupation facilities, such as platforms and temporary structures, centered around the Baegunsan Mountain area in Gwangyang (Seongbul, Donggok, Eochi, and Geumcheon Valleys), which is a popular destination for summer vacationers. Of these, merchants and residents have voluntarily completed the removal of 13 cases.
Among these, the Donggok Valley area underwent a process of prior consultation on cleanup plans through merchant association meetings and sufficient opinion gathering to minimize conflict between residents and merchants. Subsequently, the removal of major illegal facilities was neatly completed jointly by relevant parties, earning recognition as a model example of "resident-led cleanup."
This measure reflects a strong, pan-governmental determination to establish order in the use of public resources by eradicating illegal occupation within forests that has persisted as a long-standing custom, rather than remaining a mere one-time guidance effort. Accordingly, Jeonnam Province is operating a "Voluntary Removal and Reporting Period" until June 30. Those who voluntarily remove or report structures within this period will be exempt from compensation fees, administrative fines, and enforcement penalties, and may also be granted immunity from criminal liability.
The province intends to encourage residents to recognize the public nature of forest valleys and participate in this effort; however, it maintains a firm policy of simultaneously pursuing judicial action and administrative enforcement without exception if voluntary removal is refused. Furthermore, starting in July when the peak vacation season begins, the province plans to intensify inspections centered on major valleys where visitors are concentrated to completely prevent the reinstallation of illegal facilities.
