이번 편람은 최근 공공건축물에 대한 도민들의 눈높이가 높아지고, 관련 건축 행정 절차가 점차 세분화·전문화됨에 따라 마련됐다. 복잡한 법령과 지침을 한눈에 파악할 수 있도록 시각화하여, 담당 공무원들이 바뀌더라도 업무의 연속성을 안정적으로 확보할 수 있도록 돕기 위함이다.
특히 이번에 발간된 실무편람은 최신 개정 관계법령을 완벽히 반영한 것이 특징이다. 공공건축사업의 추진 단계를 ▲기획 ▲설계발주 ▲설계 ▲공사발주 ▲공사시공 ▲유지관리 등 총 6단계로 체계화했으며, 실무 현장에서 자칫 놓치기 쉬운 단계별 행정 절차를 세밀하게 기술해 실용성을 높였다.
