South Jeolla Province Conducts Detailed Planned Survey of 38,000 People to Achieve ‘Zero Solitary Deaths’... Joint Public-Private Initiative to Run Until July

Preemptive Identification of Single-Person Households Possessing Crisis Information, Including Tax Arrears and Suicide Risks - Linking Customized Prevention Services and Life Cycle Welfare Management Through Public-Private Cooperation

(Muan = Break News) Reporter Lee Hak-su = South Jeolla Province has stepped up to protect residents facing increased risks of social isolation amidst unstable economic conditions, such as the aftermath of the Middle East war.

South Jeolla Province announced that it will conduct a large-scale ‘Planned Survey to Identify Groups at Risk of Solitary Deaths’ until this coming July to proactively identify and support households at risk of solitary death.

The target of this survey is approximately 38,000 individuals out of the province's 430,000 single-person households who have been identified as showing signs of crisis. The selection criteria are possessing one or more of the 27 types of crisis information closely linked to solitary deaths, such as overdue utility bills, suicide risk, alcohol-related diseases, and dementia.

The investigation will be conducted through a "public-private partnership system" involving administrative agencies and local residents. A comprehensive local human safety net will be fully mobilized, including 담당 officials, the Neighborhood Welfare Task Force, the Neighbor Connection Team, village and neighborhood heads, and the Community Social Security Council. In particular, for households with high risk levels exhibiting three or more overlapping crisis indicators, a joint public-private team plans to conduct in-depth on-site visits.

For individuals classified as being at risk of solitary death based on the investigation results, customized welfare services tailored to their individual circumstances will be immediately provided. For those in the medium-to-high risk groups, services reflecting life-cycle needs—such as welfare, health, and care—will be provided, and they will be systematically managed through continuous monitoring in the future.

Jeong Gwang-seon, Director of the Health and Welfare Bureau of Jeollanam-do, emphasized, "The purpose of this special investigation is to identify at-risk groups early and further solidify the Jeollanam-do-style system for preventing solitary deaths." He added, "We will create a warm community free from solitary deaths through more thorough identification and management so that no one is left behind."
