Jeonnam Gwangju Metropolitan Fire Headquarters Implements ‘Flexible Dispatch Time System for Non-Emergency Life Safety’ During Heatwave

Measures to Prevent Heat-Related Illnesses and Ensure Safety of Field Personnel Amidst Midday Heatwaves — Time slots adjusted for non-competitive tasks such as beehive removal after consultation with callers — Immediate 24-hour dispatch continues as before for emergency situations involving life-threatening risks or near multi-use facilities

(Break News Jeonnam Gwangju) Reporter Lee Hak-su = Amid the record-breaking heatwave continuing day after day, the Jeonnam Gwangju Metropolitan Fire Headquarters (Director Lee O-sook) is launching the ‘Flexible Dispatch Time System for Non-Emergency Life Safety Reports’ to prevent heat-related illnesses among field firefighters and to create safe working conditions.

Summer is a time when life safety complaints, including beehive removal, are concentrated as bee activity intensifies. In particular, during beehive removal operations, firefighters must be exposed to the scorching sun while wearing thick, non-breathable special protective suits and various safety equipment. As a result, there is a very high risk that firefighters will suffer from exhaustion or severe heat-related illnesses, such as heat cramps and heatstroke, while working during the midday heat.

Accordingly, when a heatwave advisory (warning or alert) is issued, the Fire Department plans to flexibly adjust dispatch times for non-urgent life safety reports—those without concerns of casualties or imminent danger—after prior consultation with the caller, to ensure temperatures are relatively lower and working environments are safe.

The dispatch times will be adjusted for situations such as removing beehives in locations with infrequent human access and no immediate risk of harm. An official from the Fire Department urged citizens to report incidents with a low risk of injury during the morning, late afternoon, or evening when temperatures are relatively lower, avoiding the midday heatwave when it is at its peak (12:00 to 16:00). This not only reduces the risk of heat-related illnesses for field personnel but also greatly assists in completing safety measures more quickly and smoothly.

However, for emergency situations requiring prompt action, the existing 24-hour immediate dispatch system will be maintained. Immediate response will be prioritized without exception in cases where a patient has been stung by a bee, in high-traffic areas such as residential entrances and school routes, around multi-use facilities like daycare centers, schools, senior centers, and welfare facilities, and in other situations where there is a risk of casualties.

If citizens find it difficult to determine the urgency of a situation, they should not hesitate to report it immediately to 119. A dispatcher at the 119 control center will analyze the situation from various angles to immediately verify the level of danger. After determining whether it is a case requiring rapid dispatch or one that requires consultation regarding dispatch time adjustment, they will provide detailed guidance.

Lee Oh-sook, Head of the Jeonnam-Gwangju Integrated Fire Headquarters, stated, "Even amidst the record-breaking heatwave caused by climate change, we will respond immediately to emergency reports directly related to citizens' lives without a single minute or second of error." She added, "For non-urgent life safety complaints that do not pose a risk of life, if citizens can pool their wisdom to utilize less hot times, it will be a great help in protecting the safety of both citizens and field personnel."
