Gwangju Metropolitan City, Jeonnam, Selects 19 Villages, the Most in the Nationwide First Round of ‘Sunshine Income Village’ Applications… Opening the Door to Local Income Generation

Highest Number Among 86 Villages Nationwide… Proactive Response with Goal of Creating 500 Villages Over 5 Years, Establishment of One-Stop Administrative Support System… Intense Interest as 169 Villages Flock to Second Round Application

(Break News Jeonnam Gwangju) Reporter Lee Hak-su = Gwangju Metropolitan City is leading resident-led renewable energy projects by having 19 villages selected out of 86 eligible villages nationwide in the government’s first round of applications for this year’s ‘Sunshine Income Village’ program.

The Sunshine Income Village project involves 10 or more village residents establishing a cooperative to install and operate solar power generation facilities ranging from 300kW to 1MW on idle land, with the profits generated shared among the residents. The government is pursuing a goal of establishing 700 sites by 2026 and over 3,000 by 2030 to revitalize the local economy, restore communities, and expand renewable energy.

The Integrated Special City of Jeonnam-Gwangju has been pouring all its efforts into a public competition, aiming to select 100 villages this year and a total of 500 over five years to provide a practical income base for rural and fishing communities struggling with population decline and aging.

In particular, to resolve challenges in the project implementation process, such as securing sites, grid connection, and licensing, a one-stop support system was established involving cities and counties as well as relevant organizations including Korea Electric Power Corporation (KEPCO), the Korea Energy Agency, and the Korea Rural Community Corporation. The key factor behind this achievement is the close, customized support provided throughout the entire process—from resident information sessions and feasibility studies to the establishment of cooperatives and the drafting of application forms—through cooperation with the Green Energy Research Institute. The 19 villages selected in the first round of applications will complete power generation business permits within the next 60 days and proceed sequentially with follow-up procedures, such as development permits, electricity trading contracts, and applications for policy funds. The Integrated Special City plans to continuously monitor difficulties at each stage and cooperate with relevant agencies to ensure the project proceeds without setbacks.

Meanwhile, the second round of applications, which closed on July 31, demonstrated intense interest from the field, with a staggering 169 villages from the Jeonnam-Gwangju region applying. The final results of the second round are scheduled to be announced on September 30. The Integrated Special City plans to continue providing administrative support by closely reviewing the applicants' areas for improvement to ensure that even more villages are selected.

Yoo Hyun-ho, Director General of the Industry Bureau of the Integrated Special City of Jeonnam-Gwangju, stated, “The ‘Sunshine Income Village’ is an innovative model where residents take the lead in producing renewable energy and the local community shares the benefits together,” adding, “We will strengthen on-site support to ensure the villages selected in the first round can smoothly complete their projects and
