Jeonnam-Gwangju Integrated Special City Selects ‘Suncheon National University’ as Final Candidate for New National Medical School

Suncheon National University secured 89.15 points following a fair evaluation by the Jeonnam Research Institute, surpassing Mokpo National University (87.85 points); recommendation completed on the 30th to meet government deadline; Mayor Min Hyung-bae: “TF to provide follow-up support for rejected regions to be activated immediately”

(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = The Jeonnam-Gwangju Integrated Special City has finalized the selection of Suncheon National University as the sole recommended university for the establishment of a national medical school, a long-cherished project, and has confirmed its decision to officially recommend it to the government.

This decision is a measure taken in response to the government's demand for the swift implementation of procedures to establish the medical school. At the 37th Cabinet meeting held on the 25th, the government conditionally approved the "Agenda Item for Exemption from Preliminary Feasibility Studies for the Establishment of Regional National Medical Schools" and requested that the Integrated Special City recommend one final candidate university by the upcoming 30th. As the Ministry of Education also issued guidelines on the 26th regarding recommendations for candidate universities for the establishment of new medical colleges and the resubmission of implementation plans, the Integrated Special City immediately commenced the public call for proposals and screening procedures for university selection.

The Integrated Special City cited objectivity, fairness, and independence as its top priorities in this screening process. Accordingly, it designated the Jeonnam Research Institute, an independent policy research institution, as the dedicated screening body to enhance the credibility of the evaluation.

In accordance with the standards for the "Implementation Plan for the Establishment of Regional Medical Colleges" announced by the Ministry of Education, the Jeonnam Research Institute established five key evaluation indicators: the system for establishing the medical college, plans for securing educational facilities, plans for securing teaching hospitals, plans for securing medical faculty, and the roles and responsibilities of the medical college and teaching hospital. To ensure objectivity in the evaluation, the screening panel was composed entirely of eight medical experts from across the country—excluding the Gwangju and Jeonnam regions—including Seoul, Gyeonggi, Daejeon, and Chungnam. Starting on the 28th, the screening committee conducted a rigorous document review and detailed presentation evaluation of both Mokpo National University and Suncheon National University at a location in Seoul. As a result of the detailed evaluation, Suncheon National University was selected as the final candidate university for the establishment of a new national medical school, scoring 89.15 points out of 100, surpassing Mokpo National University—which scored only 87.85 points—by a margin of 1.3 points.

Min Hyung-bae, Mayor of the Integrated Jeonnam-Gwangju Special City, held an emergency press conference at the briefing room of the Integrated City Gwangju Government Complex on the afternoon of the 30th to personally announce the evaluation results.

In a statement, Mayor Min expressed his deep gratitude to President Lee Jae-myung for reopening the path to establishing a national medical school, which had been blocked. He also conveyed his sincere thanks to the officials of Mokpo National University and Suncheon National University for their meticulous approach to the evaluation despite their tight schedules, as well as to the local political sphere, including Chairman Song Hyung-gon, for their collaborative efforts for regional co-prosperity. However, Mayor Min maintained a cautious stance, clarifying that this recommendation does not signify a complete confirmation. Emphasizing that "the recommendation of candidate universities does not mean the end of all procedures," Mayor Min urged, "We must now work together with the designated Suncheon University to draft a comprehensive plan for the establishment of a national medical school and submit it to the government, while ensuring the remaining legal and administrative procedures for final confirmation are carried out without any setbacks. I ask that the two universities, the political sphere, and the citizens all unite their efforts toward a single goal."

In addition, strong follow-up support measures were presented to appease Mokpo National University, which was unsuccessful, and the local residents. The plan envisions raising the level of medical care throughout the province in a balanced manner, without leaving any region marginalized.

Mayor Min promised, "We will immediately formulate practical development measures for the universities and regions that were not selected," adding, "By significantly expanding university hospital-level medical infrastructure and strengthening the unique competitiveness of universities, we will complete a 'regionally complete medical system' where every citizen of the Integrated Special City receives the best possible treatment in a timely manner, regardless of their place of residence."

To this end, the Integrated Special City plans to immediately launch a dedicated task force (TF). The TF plans to meticulously analyze the medical conditions of the eliminated regions and Mokpo University’s academic and research strengths to derive a comprehensive development plan encompassing medical care, education, and research, and to push forward with speed, starting with tasks that can be implemented in the short term.

Finally, Mayor Min Hyung-bae expressed his determination, stating, “Now is the time to demonstrate the true power of integration,” and adding, “We will pool all the capabilities of Jeonnam and Gwangju to certainly fulfill the long-held aspiration of establishing a national medical school.”
