Jeonnam-Gwangju Integrated Special City Joins Hands with Ministry of Employment and Labor, Ministry of Oceans and Fisheries, and National Police Agency for ‘Protection of Salt Farm Workers’ Rights’
MOU Signed at Gwangju Government Complex on the 30th… Joint Implementation of ‘4 Major Projects for Salt Farm Worker Protection’ Joint inspections of employment conditions, emergency relief for victims, employer education, and operation of a 1:1 dedicated public official system
(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = Jeonnam-Gwangju Integrated Special City is joining hands with central government ministries and law enforcement agencies to implement strong on-site protection measures to safeguard the labor and human rights of salt farm workers.
Jeonnam-Gwangju Integrated Special City announced that it signed a ‘Memorandum of Understanding (MOU) for the Protection of Salt Farm Workers’ Rights’ with the Ministry of Employment and Labor, the Ministry of Oceans and Fisheries, and the Jeonnam Provincial Police Agency at the main conference room of the Gwangju Government Complex on the 30th. Key figures from relevant agencies attended the signing ceremony, including Hwang Ki-yeon, Administrative Vice Mayor of Jeonnam-Gwangju, Kim Young-hoon, Minister of Employment and Labor, Hwang Jong-woo, Minister of Oceans and Fisheries, and Ko Beom-seok, Chief of the Jeonnam Provincial Police Agency.
This agreement was pursued to establish a permanent cooperative system among relevant agencies to prevent serious human rights violations, such as forced labor, assault, and wage exploitation, that may occur at salt farms, and to create a safe working environment and a sustainable solar salt industry ecosystem by promptly protecting affected workers.
In accordance with the agreement, the four agencies agreed to jointly implement the "Four Major Projects for the Protection of Salt Farm Workers."
First, the agencies will conduct regular joint inspections of the employment status of salt farm workers. They will conduct individual interviews with salt farm owners and workers to thoroughly verify the existence of employment contracts, wage payment practices, and any indications of forced labor, such as assault or intimidation. If violations or indications of human rights infringement are detected during inspections, relevant agencies will be immediately notified. The plan is to take strict measures in accordance with applicable laws, including criminal penalties, the revocation of salt farm permits, and the recovery of subsidies.
A comprehensive relief system for affected workers will also be established. In the event of damage, comprehensive support will be provided for personal safety and psychological and daily life recovery through coordination with temporary accommodations and social protection facilities. An inter-agency hotline will be established to detect signs of damage early and to ensure a swift joint response in the event of an emergency.
Education aimed at raising human rights awareness among salt farm owners and ensuring compliance with labor laws will also be significantly strengthened. Considering the convenience of business owners, "on-site training" will be conducted annually by region, while opportunities for on-site counseling will be expanded to help workers easily understand their rights and how to report damages.
In particular, the Jeonnam-Gwangju Integrated Special City will fully introduce and operate a "one-on-one dedicated public official system for salt farm workers." Officials in charge will regularly inspect and verify the working and living conditions of workers, and plans are underway to continuously implement on-site support projects, such as improving aging salt field facilities, establishing worker dormitories and rest areas, and providing mobile medical services.
Administrative Vice Mayor Hwang Ki-yeon emphasized, “The value of the solar salt industry can be further enhanced when the dedication and dignity of workers who sweat in the field are guaranteed,” adding, “We will build a sustainable solar salt industry where workers’ rights are respected and responsible producers are fairly recognized.”
Meanwhile, the Jeonnam-Gwangju Integrated Special City, a key hub of Korea’s solar salt industry, plans to continue strengthening field-oriented policies to protect workers’ human rights, based on Jeonnam’s community spirit and Gwangju’s spirit of democracy and human rights.
