Civil Society in Jeonnam and Gwangju Proposes 10 Policy Tasks for ‘Citizen Sovereignty Government’ to Mayor Min Hyung-bae’s Transition Committee
'Meeting on Policy Proposals for Citizen Sovereignty System' Held in Naju on the 16th
- 3 Major Goals and 10 Tasks Delivered… Including 'Digital Platform, Deliberative Democracy, and Urban-Rural Coexistence' - Civil Society: "We Must Establish a Democracy Model Where Citizens Become Policy Actors, Not Just a Mere Advisory Body"
(Break News Gwangju·Jeonnam) Reporter Lee Hak-su = Civil society organizations in Jeonnam and Gwangju have proposed a ‘Citizen Sovereignty Government’ as the core guiding principle for the next city administration and delivered a concrete roadmap to realize this to Mayor Min Hyung-bae’s Transition Committee.
The Council of Civil Society Organizations in Jeonnam and Gwangju and the Citizen Sovereignty Committee of the Minsim Camp jointly held the ‘Civil Society Meeting on Policy Proposals for the Citizen Sovereignty System’ at the Bitgaram Complex Culture and Sports Center in Naju on the 16th. This meeting was organized to discuss specific policy directions to support the goal of a “government where citizens are the masters,” which guarantees substantial citizen participation from the inception of policy to decision-making and evaluation.
On this day, civil society representatives presented three major goals for the incoming Min Hyung-bae administration: ▲ Realization of a citizen sovereignty government (guaranteeing citizen participation throughout the entire policy-making process), ▲ Strengthening the representativeness of the Citizens’ Assembly (establishing a practical model for citizen sovereignty representation in Jeonnam and Gwangju), and ▲ Substantialization of the Citizens’ Sovereignty Committee’s functions (transforming its role from a decision-making body to a platform that supports and operates the Citizens’ Assembly).
Following this, they announced the “10 Major Policy Tasks for Citizen Sovereignty” to achieve these goals and demanded that the Presidential Transition Committee actively incorporate them.
The tasks were broadly organized into two axes: “Core Strategic Tasks” and “Tasks Tangible to Citizens.” The core strategic tasks include establishing a digital citizen sovereignty platform, institutionalizing deliberative democracy, strengthening local autonomy and decentralization, innovating participatory budgeting, innovating public-private governance, and realizing a basic society and a regional circular economy (based on sunlight, wind, and local currency).
In addition, alternatives for addressing regional decline and promoting urban-rural coexistence were proposed as citizen-perceived tasks aimed at directly improving residents' quality of life. These included policies to enhance "Total Citizen Happiness" (linking the happiness index with the Residents' Assembly), introducing a citizen sovereignty inspector system, the "4 Cities, 3 Villages" Happiness Project, and promoting the Urban-Rural Coexistence Exchange Support Center and the "NEW Rural Volunteer Project."
A civil society representative attending the meeting emphasized, "The Citizens' Assembly is not merely an advisory body, but a new model of democracy where citizens directly become the subjects of policy." The representative added, "We hope that the Min Hyung-bae Transition Committee will actively incorporate these 10 key tasks into city administration to lay the foundation for a true 'citizen sovereignty government.'" The event was conducted in an open format open to all citizens and experts, and concluded with the Transition Committee presenting its position and a comprehensive summary session to listen to suggestions from civil society and continue communication for their reflection in future city administration.
