“People Gather on the Islands”… Jeonnam Gwangju Metropolitan City Achieves Presidential Commendation for ‘Resident-Led Island Innovation’
The ‘Islands You Want to Visit’ initiative, launched since 2015, bears fruit… Visitor numbers quadruple and over 400 people return to fishing villages — Recognized for establishing a ‘sustainable ecosystem’ combining Resident Colleges, Island Coordinators, and Village Corporations
(Break News Jeonnam Gwangju) Reporter Lee Hak-su = The Integrated Metropolitan City of Jeonnam Gwangju will receive the Presidential Commendation at the ‘7th Island Day’ ceremony hosted by the Ministry of the Interior and Safety, in recognition of the outstanding achievements of its resident-led island policies.
This commendation is the result of a comprehensive evaluation of the Integrated Metropolitan City’s significant contributions to restoring vitality to the island economy, including drastically improving living conditions and revitalizing island tourism through the resident-led island policies it has pursued since 2015. "Cultivating Desirable Islands," a representative resident-led project of the United Special City, has sought to preserve the islands' unique natural, ecological, and cultural resources while simultaneously boosting resident income and revitalizing tourism.
As a result, since the project's inception, the number of visitors to the designated islands has surged more than fourfold, rising from 270,000 in 2014 to 1.14 million in 2025. Furthermore, 307 households and 439 people have newly moved in through the return to fishing and rural settlements, breathing new vitality into island regions that had been suffering from population decline.
The strengthening of residents' own capabilities has also borne fruit. To date, the United Special City has operated a total of 428 Resident College sessions and trained 50 Island Coordinators. These coordinators are leading regional development through diverse activities, such as discovering island resources on-site to plan travel and experience programs, as well as providing visitor guidance and online promotion.
In addition, support was provided for the establishment of 24 village community corporations, laying the foundation for profit-generating businesses such as operating pensions, cafes, and restaurants, as well as selling local specialties. These corporations have generated an average annual income of approximately 1 billion won over the past decade, serving as a reliable pillar of the local economy. Even after the project concluded, the Integrated Special City continues to provide customized consulting for each island and support for island coordinator activities, thereby establishing a sustainable, resident-led operational system.
Furthermore, the city has alleviated the burden of living expenses for residents by subsidizing ferry fares and logistics costs for daily necessities. It has also significantly improved living conditions by continuously expanding life-oriented support policies encompassing transportation, logistics, housing, and medical care, such as housing renovations and telemedicine support.
Park Tae-geon, Head of the Island and Marine Policy Division of the Jeonnam Gwangju Special City, stated, "The efforts of residents to revitalize the value of the islands have borne fruit in the form of a Presidential Commendation." He added, "We will continue to spare no effort in providing diverse support to enhance the quality of life for residents and ensure the sustainable development of the islands."
