Park Jin-han, Member of the Jeonnam Gwangju Metropolitan Council: “Urging Executive to Take Responsible Measures for Pushing Citizen Recommendation System for Vice Mayors and Organizational Reorganization Without Communication”
One and a half months since the launch of the Integrated Metropolitan City… Pointing out the repeated situation where the Council learns of major issues through media reports - Reprimanding Administrative Vice Governor Hwang Ki-yeon for explaining that “Ordinance amendments for organizational reorganization will be pursued in parallel,” stating “Prior sharing with the Council is essential”
(Break News Jeonnam Gwangju) Reporter Lee Hak-su = The Jeonnam Gwangju Integrated Metropolitan Council has come forward to strongly criticize the executive branch’s unilateral administrative actions and lack of communication in the early stages of its launch, urging the establishment of a mature local autonomy and cooperative governance system.
During the Council Steering Committee meeting on the “Matter of Hearing the Implementation Plan and Progress Report on the Citizen Recommendation System for Vice Mayors” held during the closing of the 2nd Extraordinary Session on the 14th, Council Member Park Jin-han (Democratic Party of Korea, Proportional Representation) of the Jeonnam Gwangju Integrated Metropolitan Council pointed out the serious lack of communication regarding the organizational reorganization and the citizen recommendation system for local vice mayors currently being pursued by the executive branch. He strongly demanded that the executive branch devise forward-looking and responsible countermeasures. During the meeting, Assemblyman Park Jin-han expressed deep regret, stating, “Despite a month and a half having passed since the launch of the Jeonnam-Gwangju Integrated Special City, the outdated situation persists where the Assembly learns of the executive branch’s core policies and major initiatives first through media reports, rather than being shared with them in advance.”
In particular, Assemblyman Park focused his criticism on the fact that the order of the organizational restructuring and the implementation of the citizen recommendation system for vice mayors was reversed. He rebuked the situation, saying, “It is a serious procedural issue that discussions on the citizen recommendation system for vice mayors and the division of duties proceeded first without any official briefing on the organizational restructuring plan or sufficient prior sharing at the Assembly level.”
He continued by strongly asserting, “As local vice mayors bear the weighty responsibility of directing and supervising the overall operations of their respective departments and bureaus, the division of duties among vice mayors and the placement of departments and bureaus by government building are inextricably linked.” He argued, “It is only right that the Council, as the representative body, should have been provided with a clear and detailed prior explanation regarding whether the departments and bureaus under their jurisdiction are relocating in accordance with the vice mayor placement plan, and by what standards and principles the functions and division of duties for each building were designed.”
In response to these criticisms, Administrative Vice Governor Hwang Ki-yeon explained, “I agree that the most ideal procedure is to amend the relevant ordinance first before proceeding with the citizen recommendation system.” However, he clarified, “As it is predicted that both the organizational restructuring and the ordinance amendment will be completed by July, we decided to proceed with the citizen recommendation process in parallel to ensure the swift implementation of the project.”
However, in subsequent questioning, Assemblyman Park strongly refuted the executive branch’s arbitrary setting of administrative procedures. Council Member Park emphasized, “Instead of proceeding with legal and institutional procedures based solely on the integrated special city’s unilateral projections and internal plans, all progress and future schedules should have been shared with and discussed with the Council, the representative body of the citizens, in advance.”
Furthermore, he raised the level of criticism, stating, “Ultimately, the final deliberation and resolution of the organizational restructuring plan and related ordinances are the legitimate authority and role of the Council,” and adding, “It is difficult to view the approach of belatedly requesting cooperation from the Council at a point where even the process of nominating the Vice Governor has been completed as having secured consensus and persuasion based on mutual trust.”
Council Member Park stressed that a proactive change in attitude by the executive branch is essential to prevent initial confusion that may arise amidst the monumental historical event of metropolitan integration. He warned, “As we are in the early stages of integration, there may be shortcomings in administrative operations or areas that were overlooked; however, the important thing is to honestly acknowledge these issues and swiftly find the right direction for cooperative governance.” He added, “Repeating only explanatory responses claiming there are no problems or procedural flaws will only further exacerbate administrative vacuums and distrust, and all resulting damage and inconvenience will ultimately fall on the citizens.”
Finally, Assemblyman Park stated, “In order for the upcoming deliberations on the organizational restructuring plan and confirmation hearings for public office nominees to proceed stably and without disruption, the procedural flaws and lack of communication issues that have emerged so far must be rectified.” He urged, “Going forward, regarding important policy matters directly related to the lives of the citizens of the Jeonnam-Gwangju Integrated Special City, please ensure that progress is fully shared with the Assembly in advance from the initial stages of implementation and cooperate closely.”
