Governor-elect Min Hyung-bae: “The Integrated Jeonnam-Gwangju Special City Will Pioneer the Future Through a Major Transformation of Agriculture, Forestry, Livestock, and Fisheries”

Fourth ‘Dialogue with Special City Citizens’ Held in Yeosu… Promising to Listen to Voices from the Field and Reflect Them in Policy; Following the Event, Accelerates ‘Communication Efforts’ by Holding a Meeting with Bereaved Families of the Yeosu-Suncheon Incident in Suncheon

(Break News Gwangju·Jeonnam) Reporter Lee Hak-su = The fourth event of ‘Citizen Min Hyung-bae Listens to Special City Citizens,’ an initiative to listen to the voices of citizens and design the future of the integrated special city, was successfully held on the 24th at the International Conference Room of the Industry-Academic Research Building at Chonnam National University’s Yeosu Campus. This event was organized as a venue to share vivid opinions from the field under the theme of the ‘Agriculture, Forestry, Livestock, and Fisheries Sector.’ The event, hosted and organized by the Jeonnam-Gwangju Great Transformation Planning Committee and the Citizens' Sovereignty Committee, was attended by approximately 300 people who showed keen interest. These included key figures such as Mayor-elect Min Hyung-bae, Yeosu Mayor-elect Seo Young-hak, Citizens' Sovereignty Committee Chairperson Yoon Nan-sil, and Jeonnam Provincial Assembly Member Lee Gyu-hyun (Chairperson of the Special Committee on the Great Transformation of Agriculture), as well as officials from related organizations, industry professionals, and local residents.

In addition, four expert panelists—Lee Gwang-woo, Head of the Hampyeong County Forestry Cooperative; Lee Sang-seok, Professor at Suncheon University; Park Jun-taek, Visiting Professor at Chonnam National University; and Lim Yeon-hwa, Representative of the Naju Women Farmers' Comprehensive Support Center—were present to facilitate in-depth communication and professional discussion.

In his opening remarks, Mayor-elect Min Hyung-bae emphasized, “The Jeonnam-Gwangju Integrated Special City will pioneer the future together with unified strength starting this coming July 1.” He also expressed his aspirations, stating, “We will strengthen regional competitiveness by ensuring that this wave of significant change leads to a great transformation in agriculture, forestry, livestock, and fisheries.”

At the meeting held on this day, a large number of professionals working in the agriculture, forestry, livestock, and fisheries sectors from Jeonnam and Gwangju attended to voice their on-site difficulties and propose practical institutional improvements.

Attendees requested concrete support measures that are tangible on the ground, including: ▲ standardization of pine wilt disease control standards and renewal of nectar-producing tree species; ▲ expansion of support for forestry management; ▲ stabilization of salt market prices; ▲ introduction of a target price system for rice procurement; ▲ support for renewable energy facilities in aquaculture farms; and ▲ expansion of the coastal fishing vessel reduction program.

In addition, various policy innovation agendas that the unified special city should pursue in the long term were proposed, such as ▲ expanded support for female farmers and disaster-stricken farm households; ▲ separation of expertise in the agriculture, livestock, and fisheries sectors; ▲ establishment of a foundation for the development of the kimchi industry; and ▲ specialized support for the marina industry.

In particular, a female farmer from Naju appealed, “Please prepare comprehensive relief measures, such as relocation assistance or financial services, so that farm households can quickly recover to their daily lives when they face difficulties due to sudden disasters like fires or economic crises.”

Following this, a marina operator in Yeosu suggested, “Please provide multifaceted support to revitalize island tourism by organically connecting marina resources scattered throughout Jeonnam and establishing professional support and governance.”

In response to these voices from the field, Representative-elect Min Hyung-bae promised a “fundamental change” in his approach to work.

Representative-elect Min stated, “Future policies regarding agriculture, forestry, livestock, and fisheries will move away from a top-down structure where political circles make decisions from the top down,” adding, “I will shift the basis of communication to a bottom-up approach where I first ask those on the ground and receive their suggestions.” He further stated, “I will actively incorporate the valuable stories shared today into the policy design for the unified special city, and I will frequently arrange opportunities to communicate with the field even after taking office.”

Meanwhile, after concluding the event, Representative-elect Min Hyung-bae traveled directly to Suncheon to attend a “Meeting for the Truth Investigation and Restoration of Honor Regarding the Yeosu-Suncheon Incident.” Mayor-elect Min continued his public-centered communication efforts ahead of the launch of the unified special city, including meeting with bereaved families and representatives of related organizations to offer comfort and listen to their opinions.
